About The Position

The Director of the Family Division is a senior management position that reports directly to the Deputy Court Administrator. The incumbent shall provide direct oversight and guidance to the Family Division under policies established by the Administrative Judge, Family Coordinating Judge, and the Court Administrator and/or Deputy Court Administrator. The incumbent will be responsible for leading various Family Division initiatives in collaboration with justice partners and non-governmental agencies. The Director, in collaboration with the Finance Department, is responsible for the overall creation, implementation, and management of grants (federal and state), as well as the management of the Family Division's general budget. In alignment with the Circuit Court's mission and vision, the Director will provide leadership and guidance to managers and staff while ensuring Family matters/cases follow the established Domestic Differentiated Case Management Plan (DCM) and Juvenile Differentiated Case Management Plan. The incumbent must be able to follow and maintain the directives of the Administrative Team.

Requirements

  • Bachelor’s degree in Public Administration, Court Administration, Business Administration, Social Work, or a closely related field.
  • Three (3) to five (5) years of progressive experience in court administration, social services, or legal/judicial management.
  • At least two (2) years of proven management or supervisory experience in overseeing staff, case management, social service programs, and budgets.
  • Extensive knowledge of the principles and methods of public administration and local government.
  • Extensive knowledge of modern management practices, including developing employees and managing multiple teams.
  • Extensive knowledge of Family Law, administrative, and legislative processes.
  • Extensive knowledge of program development, implementation, management techniques, and evaluation concepts.
  • Skill in developing trust, confidence, and cooperation with culturally diverse populations.
  • Ability to prepare, interpret, and evaluate proposals and modifications.
  • Ability to coordinate a diverse range of assignments while being sensitive to the needs of the agencies concerned.
  • Ability to communicate effectively both orally and in writing, and be particularly skilled in speaking before groups.
  • Ability to establish and maintain effective working relationships with governmental, legislative, community, and business groups.
  • Ability to plan, direct, and organize administrative services.
  • Ability to plan and prioritize work assignments.
  • Ability to exercise sound judgment.
  • Ability to maintain confidentiality.

Nice To Haves

  • A master’s degree or a Juris Doctorate (J.D.) is highly preferred and can substitute for experience.
  • Institute for Court Management Certification (ICM) Program; NACM CORE® Champion Program; or higher.

Responsibilities

  • Manages a division of professionals and paraprofessionals directly and through frontline supervisors.
  • Consults with Judges, Magistrates, and members of the Administrative Team on various policies, procedures, and initiatives.
  • Manages cases efficiently in accordance with established Differentiate Case Management (DCM) guidelines.
  • Establishes and maintains strong working relationships with units within the Family Division and stakeholders to identify needs and seek a business resolution.
  • Drafts, collaborates, monitors, and executes federal and state grants.
  • Manages and oversees all case flow activity and family programs/initiatives.
  • Makes recommendations to Judges, Magistrates, and the Administrative Team to improve services, enhance resources, and implement change when appropriate.
  • Participates in the hiring, planning, assigning, and directing of workload.
  • Uses extensive knowledge of the courts, analytical data, and best practices to resolve matters.
  • Prepares various written correspondence and proposals.
  • Implements and monitors an approved Differentiate Case Management (DCM) plan for the prompt and efficient scheduling and disposition of family law cases.
  • Manages programs developed to provide procedural assistance to self-represented litigants in court.
  • Resolves matters accurately and in a timely manner in accordance with Maryland Rule and Differentiate Case Management (DCM) plan.
  • Provides information and training for Family Division staff, litigants, and internal customers to achieve the mission and vision of the Circuit Court.
  • Identifies opportunities for workforce development and employee engagement.
  • Creates and manages training opportunities for workforce development.
  • Identifies, prepares, and administers state, federal, and local grants and alternative funding sources.
  • Collaborates with the Finance Department on General Fund matters.
  • Evaluates the Family Division's needs and priorities.
  • Prepares the annual Family Law Grant reporting in accordance with requirements.
  • Facilitates professional relationships with internal and external business affiliations.
  • Participates in exhibits, workshops, promotions, conferences, etc.
