About The Position

Reporting to the Executive Director of Recruitment and Retention (EDRR), the Director of Recruitment and Retention (DRR) will provide strategic and administrative leadership. The Director must work cross-functionally between the portfolios of physician and allied health recruitment to enable an innovative and positive environment that is client-centered. The Director must demonstrate the ability to bridge strategic and operational excellence to achieve the goals of the Agency in supporting the province’s health human resource needs. As the director, you will act as a key strategic leader responsible for designing, implementing, and overseeing provincial strategies to recruit and retain health professionals. You will foster a collaborative team approach that is committed to leading and supporting staff development while initiating and maintaining partnerships with health system partners, and stakeholders across the provincial health system including government. You will act as a strategic advisor to the senior executives regarding potential issues and seeking insight on opportunities. The DRR serves as a resource to the EDRR along as a key leadership role with the agency and may act as a designate for the EDRR in their absence. As a senior leader with the Agency, the DRR will oversee and implement a comprehensive health human resources recruitment strategy while leading a team of 15 positions supporting recruitment and retention initiatives and strategies with health partners across the province. Local, national and international travel may be required. Work hours outside of regular office hours, including evenings and weekends, is frequently required.

Requirements

  • Business or Master’s degree in Human Resource Management, or a related field.
  • 7-10+ years in a leadership position in a complex, multi-stakeholder environment.
  • Proven health human resource recruitment success and management experience.
  • Proven experience as a leader leading change initiatives and programs in a complex, multi-stakeholder environment.
  • Strategic relationship builder with internal and external partners and stakeholders to reach mutual consensus.
  • Strong written and oral communication skills.
  • Excellent understanding and practical application of information technology systems such as Microsoft Office 365 and its applications.
  • Results driven and accountable, with the ability to exercise sound judgment in a continuously changing environment.

Nice To Haves

  • Work experience and familiarity with the structures, goals, policies and procedures of the Saskatchewan health care system and/or the Government of Saskatchewan is an asset.
  • Extensive leadership in human resource experience is an asset, including experience in managing a team of direct reports.
  • Strong coaching and mentoring skills with the desire to influence and develop staff across the organization.
  • Knowledge of continuous improvement process and change management is an asset.
  • Experience in health care, organizational development, leadership development, and change management is an asset.

  • Contribute to the development of the Agency’s short, medium-term and long-term direction.
  • Ensure the accountabilities outlined in strategic plan related to recruitment outcomes are met or exceeded.
  • Provide leadership and oversight to recruitment and retention staff.
  • Analyze complex problems, develop innovative solutions, and drive strategic initiatives.
  • Identify, develop, implement and evaluate recruitment and retention strategies, policies, programs, practices, and tactics in local, national and international environments.
  • Implement recognized best practices in recruitment and retention and use quality improvement principles to evaluate performance.
  • Partner with internal and external stakeholders, including the Ministry of Health, Saskatchewan Health Authority, and other provincial agencies.
  • Establish and maintain effective external relationships (e.g. communities, employers, regulators, post-secondary institutions).
  • Lead strategic partnership development opportunities.
  • Participate in hiring and onboarding processes.
  • Supervise day-to-day operations.
  • Set clear expectations for team members.
  • Mentor team members.
  • Support staff professional development.
  • Guide crucial conversations on staff accountabilities and performance management.
