The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking a Director of the Office of Medicaid Coordination to lead the department’s Medicaid strategy and operational infrastructure. DBHDD operates Georgia’s 1915(c) waivers for people with intellectual and developmental disabilities, including the NOW and COMP programs serving approximately 14,000 participants, and serves as the state’s behavioral health authority overseeing Medicaid-funded mental health and substance use services. The Director is DBHDD’s Medicaid policy and financing leader and its principal counterpart to the Department of Community Health, Georgia’s single state Medicaid agency. Strategically, the Director advises leadership; directs waiver renewals, State Plan amendments, and rate studies; shapes federal financing strategy; and directs DBHDD projects under Georgia’s Rural Health Transformation (GREAT) initiative. Operationally, the Director oversees the administrative structures that support federal funding and service compliance, including interagency agreements, the Medicaid cost allocation plan, Advance Planning Documents, provider manual alignment, and federal reporting. The Director leads budget and program staff. The role leads Medicaid policy development and implementation for IDD services and the Community Behavioral Health Rehabilitation Services benefit; governs Medicaid review and concurrence of behavioral health and IDD provider manuals; and directs State Plan amendment and Medicaid waiver application, amendment, and renewal work. It also manages Medicaid administrative contracts and interagency agreements, cost allocation plan compliance, Advance Planning Documents, rate studies, reimbursement methodology development, federal reimbursement strategies, and Medicaid-related fiscal analyses. The Director provides policy and operational consultation for PASRR, psychiatric residential treatment facility services, autism services, CCBHCs, telehealth, and other assigned initiatives. The role works with program and operational offices to implement policy, monitor service access, utilization, quality, and fiscal performance, and oversee DBHDD responsibilities under federal requirements including the HCBS Settings Rule and Medicaid Access Rule.
