About The Position

UTHealth Houston is seeking a Director of Strategic Intelligence & Decision Support to lead the development and execution of enterprise capabilities that inform institutional strategy, growth, capital investment, resource allocation, and major business decisions across UTHealth Houston. The position leads a high-performing analytical function that integrates strategic intelligence, market analytics, strategic performance measurement, business analysis, financial and operational modeling, and decision support. The function enables institutional leadership to understand where UTHealth Houston is positioned today, where opportunities exist, how institutional strategy is performing, and how major strategic, capital, and business decisions should be evaluated. Working across UTHealth Houston's clinical, research, and education missions, the Director evaluates internal performance, external market dynamics, growth and expansion opportunities, capital investments, partnerships, contracts, new programs, and other significant resource decisions. The Director translates complex financial, clinical, operational, market, academic, research, and demographic information into actionable insights, scenarios, business cases, and executive-level recommendations. The Director partners closely with Information Technology and Enterprise Analytics to ensure strategic analyses and decision-support products leverage authoritative institutional data, shared technology platforms, and established standards for data governance, security, privacy, and quality. The position serves as an important bridge between institutional leadership, business stakeholders, and technical teams, translating strategic and business questions into analytical requirements and analytical findings into actionable institutional decisions. This employee will be on-site, advising key leaders of UTHealth Houston. You will be providing crucial decision support, taking the visions of faculty and staff, and analyzing what is needed to make these achievable, factoring in finance and strategy. You will need to be very intentional about data and be able to build business models and forecasts. This position is full-time and eligible for all UTHealth Houston benefits. The work location will be our University Center Tower at 7000 Fannin Street.

Requirements

  • Bachelor's degree and Master’s Degree in Business Administration, Finance, Economics, Healthcare Administration, Business Analytics, Data Science, Industrial Engineering, or a related field required.
  • Eight years of progressively responsible experience in strategic planning, healthcare strategy, decision support, business analytics, financial analysis, market intelligence, corporate strategy, business development, consulting, or a related field required.
  • Experience within an academic health center, health system, healthcare organization, management consulting organization, or similarly complex enterprise preferred.
  • Experience developing business cases, financial and operational models, healthcare market analyses, capital or expansion analyses, forecasting models, and executive-level decision support strongly preferred.
  • Advanced understanding of strategic planning, strategic intelligence, business decision support, market analytics, financial and business modeling, capital planning analytics, and performance measurement.
  • Strong knowledge of healthcare market dynamics, particularly clinical growth, ambulatory strategy, service-line planning, competitive positioning, healthcare utilization, capacity, and healthcare economics.
  • Demonstrated ability to develop sophisticated business cases, scenario models, sensitivity analyses, forecasts, and other decision-support methodologies.
  • Ability to integrate and interpret complex financial, clinical, operational, market, demographic, academic, research, and capital information.
  • Strong understanding of enterprise data environments, data governance, business intelligence, and visualization platforms such as Power BI or Tableau.
  • Ability to work effectively with Information Technology, Enterprise Analytics, Finance, Facilities, clinical leadership, research leadership, academic units, and other technical and business stakeholders.
  • Exceptional ability to translate complex analyses into clear executive-level insights, recommendations, and decisions.
  • Strong data storytelling, visualization, analytical, and executive communication skills.
  • Demonstrated intellectual curiosity and ability to objectively test assumptions, identify risks and opportunities, and challenge conventional thinking while maintaining strong collaborative relationships.
  • Strategic and systems-thinking mindset with the ability to connect market intelligence, institutional performance, financial analysis, capital requirements, and strategic priorities.
  • Ability to build and lead a new function within a complex, matrixed, and highly regulated academic health environment.

Responsibilities

  • Leads the development and execution of an enterprise strategic intelligence and decision-support framework supporting institutional strategy, growth, capital planning, resource allocation, and executive decision-making.
  • Evaluates UTHealth Houston's market and competitive position across its clinical, research, and education missions, including healthcare market dynamics, demographics, utilization, market share, competitive activity, and other factors affecting institutional strategy and growth.
  • Develops market, service-line, geographic, and other strategic analyses to identify and evaluate opportunities for clinical and ambulatory expansion, new programs, partnerships, investments, and other institutional growth opportunities.
  • Establishes a business decision-support capability to evaluate significant business opportunities, contracts, investments, strategic concepts, and resource-deployment decisions through rigorous business cases, financial and operational models, scenario analyses, and sensitivity analyses.
  • Partners with Finance, Facilities, Clinical leadership, and Strategy leadership to evaluate capital investments and expansion opportunities, integrating market demand, volume and capacity projections, financial performance, capital and operating requirements, strategic alignment, and risk.
  • Develops forecasting, predictive models, and alternative scenarios to evaluate the timing, scale, location, program mix, and sequencing of major growth and capital opportunities and support prioritization of institutional resources.
  • Develops strategic performance measures, benchmarks, scorecards, and analytical frameworks to assess institutional positioning, progress against strategic priorities, and whether major strategies and investments are achieving intended outcomes.
  • Partners closely with Information Technology and Enterprise Analytics to define strategic information needs and ensure analyses, models, dashboards, and decision-support products use authoritative institutional data, shared technology platforms, and established standards for security, privacy, data governance, and data quality.
  • Partners with executive leadership, Finance, clinical and research leadership, academic units, Institutional Research, business development, and other stakeholders to define strategic questions, validate assumptions, evaluate opportunities, and translate findings into coordinated institutional action.
  • Serves as a bridge between business, strategy, and technical stakeholders, translating complex strategic questions into analytical requirements and complex analyses into clear, executive-ready insights and recommendations.
  • Builds and leads a high-performing Strategic Intelligence & Decision Support function, establishing consistent methodologies and best practices for market analysis, business case development, modeling, performance measurement, and executive decision support.
  • Promotes analytical rigor, intellectual curiosity, innovation, customer service, and data-driven decision-making across the institution.
  • Performs other duties as assigned.
