About The Position

Our client, a well established, successful Federal Construction company is seeking an experienced Corporate Director of Quality Control to lead, standardize, and continuously improve the company-wide Quality Management Program across all federal construction projects. This role is responsible for developing and maintaining Quality Management System (QMS), establishing and updating Standard Operating Procedures (SOPs), and ensuring strict compliance with USACE, NAVFAC, DoD, and other federal agency requirements. The Corporate Director of QC provides strategic leadership to project-level QC Managers, conducts internal audits, drives corrective action initiatives, and ensures consistent execution of the Three- Phase Quality Control System across the company’s portfolio. This position also serves as the corporate lead for Quality Control processes within Procore, ensuring system standardization, documentation integrity, and real-time visibility into quality performance across all projects.

Requirements

  • 10+ years of Federal/DoD construction experience.
  • Minimum 5 years serving as QC Manager on USACE/NAVFAC projects.
  • Completion of CQM-C for Contractors course (required).
  • Extensive knowledge of USACE/NAVFAC Three-Phase Control System, FAR/DFARS, EM 385, and RMS/QCS.
  • Proven experience developing and implementing SOPs.
  • Strong working knowledge of Procore.
  • Ability to travel to project sites as required.
  • Ability to obtain access to federal installations.

Nice To Haves

  • OSHA 30-hour certification.
  • Experience with secure or restricted-access federal facilities.
  • Experience supporting CPARS documentation.
  • Residency in a HUBZone area (preferred but not required).

Responsibilities

  • Develop, implement, and continuously improve corporate Quality Management System (QMS).
  • Create, document, and maintain company-wide Standard Operating Procedures (SOPs).
  • Review and update SOPs to reflect evolving federal regulations and best practices.
  • Standardize QC templates, logs, and documentation protocols across all projects.
  • Establish measurable quality performance metrics and reporting standards.
  • Serve as the corporate lead for Quality Control processes within Procore.
  • Develop standardized workflows for inspections, submittals, RFIs, and deficiency tracking.
  • Ensure consistency and accuracy of Procore documentation across projects.
  • Train and mentor project teams on QC-related Procore usage.
  • Monitor Procore dashboards to proactively identify risk areas.
  • Conduct internal audits of active federal projects.
  • Ensure consistent execution of the USACE/NAVFAC Three-Phase Control System.
  • Monitor RMS/QCS reporting and government documentation requirements.
  • Lead root cause analysis and corrective action initiatives.
  • Support strong CPARS performance outcomes.
  • Serve as senior-level QC liaison with QAs, CORs, and contracting officials.
  • Support dispute avoidance through proactive documentation management.
  • Mentor and support project-level QC Managers.
  • Participate in recruitment and evaluation of QC personnel.
  • Lead internal quality training initiatives.
  • Review and approve project-specific Quality Control Plans.
  • Assist estimating and proposal teams with quality-related requirements.
  • Identify high-risk scopes and implement preventive controls.
  • Reduce rework and claims exposure through proactive systems implementation.
