The Director of Health Department Finance and Business Management (Limited Duration Assignment) serves in a senior leadership role to plan, organize and manage the operations and activities of the Finance and Business Management Division, ensuring a strategy for financial sustainability and business excellence in alignment with the Division’s vision, mission and strategic plan. This executive leadership position is a high-level role responsible for directing and overseeing the Health Department's financial strategy, budgeting, reporting, and risk management/internal controls. Key functional areas include Accounting and Financial Reporting, Auditing and Internal Controls, Budgeting and Financial Planning, Treasury and Cash Management, Purchasing and Procurement, Grants Management, and Financial Analysis and Reporting, with collaboration with Central Information Technology (IT). The role also involves representing the Health Department on various committees and task forces to connect healthcare finances with community needs.They will create a work culture of respect, trust and understanding for the highly diverse populations the Health Department serves in the office and in the community. THIS IS AN INTERNAL LIMITED DURATION ASSIGNMENT This position is responsible for managing an engaged, expert, and diverse workforce that delivers person-centered and culturally relevant services. It also involves determining and communicating how diversity and inclusion contribute to core business strategies and results, as well as generating insights on their impact on both service experience, workforce strategies, and business outcomes.

Requirements

  • Education/ Experience: A Bachelor’s Degree (Master’s Degree is preferred). In lieu of a degree, we will consider equivalent years of qualifying training and/or experience
  • Seven (7) years of experience that demonstrates the ability to perform the duties of the position, including 3+ years in a senior leadership or a management role
  • Experience supervising through one or more managers or supervisors
  • Experience working for a government agency or in a public sector environment
  • Demonstrated experience with compliance of federal, state, and local policies

  • Experience working with Unions is strongly preferred.

Responsibilities

  • Financial Management Full responsibility for executive leadership and direction over department finance, budget, contractual, medical billing, mental health, and Safety-net and Managed Care (insurance) plan operations.
  • Provides direction and oversight of strategic financial leadership, budgeting, reporting, and risk management/internal controls.
  • Oversees key lines of business including Accounting and Financial Reporting, and Auditing and Internal Controls.
  • Manages core financial functions such as Budgeting and Financial Planning, Treasury and Cash Management.
  • Directs Purchasing and Procurement, Grants Management, and Financial Analysis and Reporting.
  • Actively participates in policy development for system changes or improvements to support the financial functions of Divisional finance activities.
  • Leadership Serves as the Director of Finance and Business Management and a member of the Health Department’s leadership team, planning, organizing, and administering the Financial and Business Management work of the department.
  • Prioritizes and assigns work through managers, and develops and implements strategic financial planning.
  • Implements and oversees the development of divisional and departmental policies, procedures, and business practices.
  • Evaluates goals, objectives, and activities to anticipate issues, improve performance, and select the best alternatives for problem-solving.
  • Provides overall leadership, policy, and management direction for the financial and business management functions of the Health Department.
  • Ensures compliance with all Federal, State, and Local laws and regulations related to financial and business management.
  • Implements systems to evaluate the organization's mission achievement, client impact, and cost-effectiveness of services.
  • Manages partner and sensitive client complaints, leads cross-departmental meetings, sets the tone for customer service, and serves as an executive representative to governmental and community funders.
  • Represents the county to the public, elected officials, other agencies, governments and organizations for significant matters related to the department Human Resources Management Responsible for hiring, ensuring adequate staffing, timely performance evaluations, and employees’ professional growth.
  • Manages and provides feedback to staff, directly, to ensure high performance standards, including planning, prioritizing, assigning, training, and reviewing work.
  • Determines and communicates how diversity and inclusion contribute to core business strategy and ensures staff provide high-value, customer-centered care.
  • Develops, implements, and audits standard work, and selects and evaluates the performance of key reporting staff.
  • Consults with Supervisors and Human Resources.
  • Advises and consults with other supervisors on performance management and HR issues, and acts as a resource to resolve conflict and navigate complex group dynamics and cultural differences.
  • Regularly evaluates staff performance, maintains a culture of accountability, addresses performance issues, and fosters a supportive culture through motivation, coaching, and training.
  • Advises on and investigates complex/sensitive concerns and complaints, recommending corrective actions, and analyzes employee turnover to maintain high employee morale.
  • Completes annual performance evaluations on time, creates and monitors position descriptions and job standards, and plans work schedules to ensure adequate service and coverage.
