The Illinois Department of Transportation is seeking to hire a Director of Finance & Administration. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in public or business administration, finance, accounting, budgeting and/or human resources.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Responsibilities

  • Serves as Director of the Office of Finance and Administration for the Illinois Department of Transportation (IDOT).
  • Acts as a policy-making official formulating and developing policies and procedures, and governing financial and administrative activities related to state multi-modal transportation.
  • Participates in determining IDOT policy which fixes objectives or states principles to control actions toward operating objectives for IDOT.
  • Formulates policy for the total management process of the department which has a statewide impact.
  • Acts authoritatively on policy-making issues impacting agency management and statewide agency operation.
  • Commits the agency to specific courses of action.
  • Confers with the Deputy Secretary of Administration, Diversity and Legal Affairs and administrative staff on feasibility of recommended policies.
  • Interprets new policies and procedures.
  • Serves as full-line supervisor.
  • Assigns and reviews work.
  • Reassigns staff to meet day-to-day operational needs.
  • Establishes annual goals and objectives.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Prepares and signs performance evaluation.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Determines and recommends staffing needs.
  • Serves as a member of the administrative staff and primary staff advisor to the Deputy Secretary of Administration, Diversity and Legal Affairs and Chief of Staff on all financial and administrative issues impacting the department.
  • Provides communication between IDOT, the Governor’s Office, Office of Management and Budget, Department of Central Management Services, and members of the General Assembly as well as federal officials regarding departmental objectives and strategies.
  • Verifies communication between the department and the Governor’s Office is effective and efficient.
  • Meets with the Governor’s Office staff to verify departmental issues are recognized.
  • Consults with administrators and the Deputy Secretary of Administration, Diversity and Legal Affairs to identify priorities and discuss new initiatives as well as beneficial legislation.
  • Verifies the needs and desires of the department are recognized by the Governor’s Office and the Office of Management and Budget.
  • Confirms interagency cooperative efforts are in place and that duplication does not occur.
  • Verifies effectiveness of program operation development and implements improvements.
  • Determines most appropriate course of action.
  • Exercises direction and control over highway user taxes, revenues, transportation bond proceeds, and the general revenue fund to ensure the proper allocation of resources in order to maintain fiscal integrity.
  • Prepares updates for the Deputy Secretary of Administration, Diversity and Legal Affairs.
  • Reviews internal and external investigations of wrongdoing and fraud to include labor relations issues.
  • Approves or denies suggested departmental action.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
