About The Position

Partners in Care Foundation is seeking a Director of Education to lead the design and implementation of training and workforce development initiatives that strengthen staff capacity, support Community Care Hub (CCH) partners, provide community education and advance quality improvement across all programs. This role will oversee both internal and external training efforts, with a focus on equipping Community Health Workers (CHW/P/R), other care team members, and community-based organizations with the skills needed to deliver high-quality, person-centered services aligned with Medi-Cal, Medicare public benefits access, and broader population health goals. The Director will also lead development and delivery of new training opportunities and will play a key role in aligning training with performance goals and scaling effective models across Partners’ network, including both professionals and the communities they serve. The Director of Education will strengthen the capacity of Partners’ training center to serve a wider audience of students. The position will strengthen workforce and Community Care Hub network to deliver high-quality, coordinated services. By aligning training with quality improvement and system transformation efforts, this role will directly contribute to improved agency outcomes for the communities Partners serves.

Requirements

  • Bachelor’s degree required; Master’s preferred (public health, social work, education, or related field)
  • 7–10+ years of experience in workforce development, training, healthcare, or community-based services
  • Demonstrated experience designing and delivering training programs for diverse audiences
  • Knowledge of Medi-Cal, public benefits systems, or care coordination preferred
  • Strong communication, project management, and stakeholder engagement skills
  • Strategic thinking with strong execution
  • Expertise in adult learning and training design
  • Ability to translate complex policy and program requirements into practical training
  • Strong collaboration and relationship-building skills
  • Data-informed approach to quality improvement

Responsibilities

  • Develop and implement a comprehensive training strategy aligned with organizational priorities
  • Identify workforce development needs related to care coordination, public benefits access, and quality improvement
  • Establish scalable training infrastructure for internal staff and external partners and audiences
  • Oversee development and delivery of training programs, including: CHW/P/R workforce development and core competencies, Geriatric Social Work Education Consortium (GSWEC), Care coordination and closed-loop referral processes, Navigation of Medi-Cal and other public benefits systems, Quality improvement and performance management, Community-based service delivery models (e.g., housing, nutrition, and social supports), Community education on priority topics, as identified
  • Ensure trainings are accessible, culturally responsive, and delivered through multiple formats (virtual, hybrid, in-person)
  • Develop standardized curricula, toolkits, and learning materials
  • Lead ongoing training for Community Care Hub partners
  • Build capacity of community-based organizations to meet contract, documentation, and quality requirements
  • Provide technical assistance to support service delivery excellence and integration with health plans and public systems
  • Align training initiatives with organizational quality goals and performance metrics
  • Partner with program and data teams to address performance gaps through targeted training
  • Evaluate training effectiveness and support continuous quality improvement
  • Support development of external training and technical assistance offerings
  • Collaborate with managed care plans, public agencies, and community partners to identify opportunities for training partnership
  • Position Partners as a leader in workforce development and community-based care
