About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city. The Treasury and Payment Services Division oversees payment websites, tax return processing, property recording, parking violations, and delinquent account collection. It also manages the City’s cash balances, banking relationships, and collects outstanding violations. The Treasury Division manages over $135 billion in annual City cash flows, funds City payrolls and vendor payments, secures collateral for bank accounts, maintains relationships with 29 banks, serves as the fiduciary for approximately $195 million in court funds, and supports the NYC Banking Commission. This role is for a Director of Court Assets to oversee all operational activities within Court Assets, requiring strong communication skills, sound judgment, and the ability to manage sensitive matters with professionalism and discretion.

Responsibilities

  • Direct and oversee all operations related to the administration, accounting, safeguarding, investment, and disbursement of Court Assets, including Trust, Bail, and other court-controlled funds totaling approximately $250–$300 million annually.
  • Manage daily financial operations, review and approve reconciliations, ensuring compliance with internal controls, oversee the annual Abandonment process where unclaimed funds are escheated, coordinate and respond to NYS audits as well as certifying NYC Comptroller’s reports.
  • Manage and supervise professional and support staff responsible for Court Asset operations, establishing performance standards, internal controls, and operational procedures.
  • Responsible for records retention and maintenance for Court Assets, including the secure management of archived Court Asset records and coordination of retrieval requests related to legal proceedings, audit and Freedom of Information Law (FOIL) request.
  • Ensure the accurate receipt, deposit, reconciliation, investment, and release of funds, are in accordance with court orders, applicable laws, regulations, and DOF policies.
  • Provide fiduciary oversight for all Court Asset accounts and maintain accountability for the integrity, security, and proper stewardship of public funds.
  • Review, approve, and certify complex financial reconciliations, accounting records, disbursements, and reports to ensure accuracy and regulatory compliance.
  • Direct the annual abandoned property and escheatment process, ensuring unclaimed funds are transferred in accordance with New York State requirements.
  • Develop, implement, and monitor internal controls, risk mitigation strategies, and operational procedures to protect assets and maintain compliance with auditing standards.
  • Serve as the agency’s primary point of contact for Court Asset matters involving the New York State Unified Court System, Department of Corrections, Comptroller’s Office, Law Department, external auditors, and regulatory agencies.
  • Serve as the primary liaison with the Courts, Department of Corrections, external Legal Firms, Law Department, Community organizations, the plaintiffs and the defendants and their families.
  • Coordinate and respond to audits, investigations, legal inquiries, and compliance reviews conducted by federal, state, and city oversight entities.
  • Monitor changes in legislation, court procedures, and financial regulations and recommend policy, procedural, or operational enhancements to maintain compliance and improve efficiency.
  • Ensure compliance with all applicable accounting principles, court mandates, fiduciary standards, records management requirements, and Department of Finance policies.
  • Fiduciary responsibility for checks disbursed from the DOF customer service windows.
