The Director of Change Order Management is responsible for hiring, managing and leading a team of Change Order Management professionals to provide comprehensive support to capital project managers across the Authority's twenty plus departments. The Director of Change Order Management will report to the Deputy Chief of Contract Services. The Director of Change Order (CO) Management ensures that analysis and best practices conform to Federal and State Laws while serving the best interest of the Authority.

Requirements

  • A Bachelor's Degree in Construction Management, Engineering, Architecture, Business Administration Economics or a related field from an accredited institution.
  • Seven (7) years of experience in construction contract management and/or contract administration including the preparation and review of change orders or claims for heavy construction or transit industry construction projects.
  • Five (5) years supervisory, manager or leader experience.
  • Strong oral, written and interpersonal skills; effective organizational, analytical, and multitasking abilities.
  • Strong people-management and leadership skills, with the ability to foster collaboration and drive employee engagement.
  • Proficient in MSOffice suite of database applications.
  • Ability to handle sensitive and confidential information in an appropriate manner.
  • Effectively communicate with customers, employees, contractors and vendors.
  • Possess excellent customer service, conflict resolution, time management, communication, presentation and speaking skills.
  • Ability to supervise and work effectively with a diverse workforce.

Nice To Haves

  • A Master's Degree in Construction Management, Law or Public Administration from an accredited institution.
  • Construction change order experience in the public sector.
  • Experience utilizing estimating software applications.

Responsibilities

  • Hire, supervise, and lead a team of individual employees who are members of collective bargaining unit(s).
  • Ensure that staff are trained in technical review, analysis, negotiations, and resolution of change order issues and problems.
  • Work closely with Deputy Chief in determining the Authority’s Capital Delivery objectives, recommend and support all policy decisions regarding the contractor change management process.
  • Partner with Project Offices, and leadership in the Capital Program Support group to support organizational goals for construction Change Orders.
  • Ensure that contractor change actions are integrated with the MBTA’s Project Management Information System and financial systems.
  • Manage the negotiation of complex, high-dollar and time-related overhead contract changes as delegated by the Deputy Chief of Contract Services, including resolution of delay and construction change Cost Proposals while conforming to MBTA / FTA procurement policies and change pricing reasonableness protocols.
  • Provide input and guidance to MBTA Project Offices for Work Directive Letters, Authorization Review Control Forms, and Amendment scope language.
  • Escalate complex matters for higher-level review and approval.
  • Ensure accuracy and compliance of construction change order packages and work products with MBTA Standard Operating Procedures (SOPs), policies, and federal regulations.
  • Oversee maintenance of change order data, and supporting analytical reports.
  • Report to senior leadership on changes and claims subjects, negotiated cost savings, and related capital program management topics.
  • Represent the MBTA externally as a subject matter expert in construction change orders and claims.
  • Communicate effectively with MBTA leadership, MBTA contractors, MBTA customers, MBTA employees and consultant vendors.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Manage the workforce by ensuring fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.
  • Additional responsibilities may include focus on one or more departments or locations.
  • Lead a team of change order management professionals and other staff.
