About The Position

The Center for Population Health Data Science (CPHDS), launched in October 2023, aims to modernize data infrastructure and enable the agency to link public health, healthcare, and social service data for timely and effective publication. The goal is to make data more accessible, timely, equitable, meaningfully usable, and protected, and to use it to promote the health and wellbeing of New Yorkers. The CPHDS seeks to strengthen agency-wide data capabilities by empowering the workforce, enhancing data sharing, and utilizing modern technology for trusted, integrated data and insights. A real-time, comprehensive view of city needs is essential for improving public health actions and health outcomes for vulnerable New Yorkers. The Bureau of Data Technology and Strategy (DTS) is responsible for the Enterprise Data Platform (EDP), encompassing data strategy, governance, product management, engineering, and science. The Applied Data Science unit within DTS manages critical projects such as the Master Patient Index, Client Engagement Platform, Whole Genome Sequencing, and various interoperability projects for disease surveillance systems. The unit also provides analytical support for ad hoc analyses and administrative support for the EDP.

Requirements

  • A baccalaureate degree from an accredited college or university, and two years of satisfactory full-time (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in '1' above.
  • Professional/Vendor Certification(s) in database administration that is required for the position to be filled.
  • At least one year of satisfactory full-time (not classroom based) database administration experience.

Responsibilities

  • Lead and oversee all aspects of the Master Patient Index project, including the development of service endpoints, integrations with other systems, and building of entity resolution models.
  • Provide management, design, and developer support for interoperability projects underlying critical surveillance systems, the whole genome sequencing project, the client engagement platform project, and other novel projects.
  • Conduct code reviews with project developers, diagramming sessions with IT, and presentations for stakeholders.
  • Coordinate project work across developers, IT admins, and vendors.
  • Act as lead or supporting SQL developer, Python developer, or data scientist for any project as directed by leadership.
