This position is based in Austin, Texas, and reports to the Health and Human Services (HHS) Director of Regional Administrative Services (RAS). The Director of Central Office Operations performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for HHS facilities and administrative related operations. Performs complex management activities. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Establishes the strategic plan, goals, and objectives that will facilitate the ongoing management, reorganization, consolidation and cross-agency initiatives. Develops departmental policy and reviews guidelines, procedures, rules, and regulations. Establish priorities, standards, and activities. Reviews and approves budgets. Assists with the supervision of 10 field Regional Directors and 1 Austin Campus Director who all provide operational oversight over state leased and state-owned properties across the state. Assists the RAS director with oversight regarding the management and delivery of specified administrative services for both administrative and client based regional field offices and Austin Campus facilities (Region 00) within the HHS Enterprise. This includes the employment of appropriate organizational and management skills to develop and implement policies, procedures, and standards of HHS. Plans, assigns, and supervises the work of the Central Office staff and others. The position requires close coordination, cooperation and communication with system division executive staff and line managers, as well as executive and staff members of state agencies and organizations external to the HHS system. Work involves providing oversight for a high level of efficient and effective customer service provided to both regional and executive level leadership.
