About The Position

This role is responsible for owning and managing Reed Tech’s strategic relationship with the United States Patent and Trademark Office (USPTO), with a primary focus on commercial oversight, contract management, negotiation, subcontractor management, and long-term partnership development. The Director will act as the central point of accountability for ensuring contractual performance, identifying growth opportunities, and aligning USPTO engagement with Reed Tech’s broader financial and strategic objectives. In addition, the role is accountable for expanding the USPTO relationship into new business areas, as well as identifying and developing opportunities with other government patent offices globally. The Director will play a key role in driving new revenue through both account expansion and new government partnerships. The role requires a combination of commercial acumen, government contracting expertise, and senior stakeholder management capability, with a strong track record of building and growing relationships within government institutions. The successful candidate will bring a strong understanding of the government market landscape and relevant technology trends, and will be comfortable operating across a complex, matrixed organization.

Requirements

  • 10+ years of experience in government contracting, strategic partnerships, or commercial leadership roles
  • Demonstrated experience managing and growing relationships with U.S. federal agencies (USPTO experience strongly preferred)
  • Proven track record of expanding existing accounts and winning new business within government sectors
  • Strong negotiation and contract structuring skills
  • Deep understanding of federal procurement processes (e.g., FAR) and broader government contracting frameworks
  • Experience managing subcontractors and partner ecosystems
  • Proven financial acumen, including pricing, forecasting, and cost management
  • Experience working cross-functionally in a matrixed organization
  • Bachelor’s degree required
  • Must be a U.S. citizen
  • Must successfully pass a background investigation and achieve Public Trust security clearance

Responsibilities

  • Serve as the primary senior point of contact for USPTO commercial and contractual matters
  • Build and maintain trusted relationships with key USPTO stakeholders
  • Ensure high levels of customer satisfaction and alignment with USPTO priorities
  • Anticipate and proactively manage risks within the partnership
  • Lead all contract negotiations, renewals, amendments, and extensions with the USPTO
  • Own the commercial terms, pricing structures, and financial performance of USPTO agreements
  • Ensure compliance with federal contracting requirements and internal governance standards
  • Partner with Legal and Compliance to manage contractual risk
  • Own and manage relationships with subcontractors supporting USPTO contracts
  • Negotiate and oversee subcontractor agreements, performance, and commercial terms
  • Ensure subcontractor delivery aligns with contractual obligations and service levels
  • Identify opportunities to optimize subcontractor performance, cost, and value contribution
  • Monitor contract performance against financial targets and KPIs
  • Provide regular reporting and forecasting to the CFO and senior leadership
  • Identify and develop new opportunities to expand Reed Tech’s engagement with the USPTO, including selling into new business areas
  • Drive account growth through proactive identification of unmet needs and new use cases within USPTO
  • Identify and pursue opportunities with other government patent offices globally
  • Support bids, proposals, and RFP responses related to USPTO and other government opportunities
  • Align government partnership strategy with broader Reed Tech and RELX objectives
  • Coordinate across Product, Technology, Operations, Legal, Real Estate Management and Finance teams to ensure successful contract delivery
  • Act as the internal escalation point for USPTO-related issues
  • Drive accountability across teams supporting USPTO deliverables
  • Work closely with senior stakeholders including the President, VP Government, and other functional leaders across the organization
  • Operate effectively across a matrixed organization to align priorities and drive outcomes
