This role is responsible for the overall management of finance & administration which includes accounting, food services, purchasing, property, and facility maintenance, in compliance with government and management directives. The Director, Finance & Administration directly supervises the supervisors of accounting, food services, student records and facility maintenance, the procurement specialist, property specialist, IT systems administrator and secretary.

Requirements

  • Bachelor's degree in accounting or business-related field
  • Four years related experience required
  • Three of which must be in a managerial capacity
  • Excellent written and verbal communications skills
  • Proficiency in Microsoft Office programs, including Excel required
  • Valid driver’s license with an acceptable driving record

Nice To Haves

  • Related experience in accounting, managing budgets, and supervising multiple departments is preferred.
  • Experience using an Enterprise Resource Planning software preferred.

Responsibilities

  • Plan, coordinate and direct the administrative and support activities of the directorate.
  • Provide staff training, evaluate staff performance, and implement departmental changes as approved by the center director and coordinated with the manager, human resources prior to implementation.
  • Coordinate and communicate with other departments, including corporate finance and contract administration, to develop center and departmental budgets; monitor and control expenditures, and review and recommend changes to budget authorizations.
  • Oversee and support the accounting functions at the center, including accounts payable/receivables, payroll, student finances, financial reporting, financial audits/assessments, etc.
  • Ensure compliance with submitting required financial reports to DOL and MTC.
  • Develop and implement new and revised policies and procedures affecting the finance & administration directorate and subordinate departments and coordinate with other departments to ensure compliance with overall center objectives as well as ensuring appropriate internal controls exist.
  • Regularly assess and audit directorate for contractual compliance and quality of services to students; prepare reports of audits and assessments. Adhere to PRH and MTC reporting requirements.
  • Regularly inspect facility; maintain quality standards.
  • Oversee facility maintenance, construction, and rehabilitation activities; maintain timely and effective quality standards; coordinate preventive maintenance.
  • Coordinate with other staff, suppliers, and governmental, state and local agencies as necessary.
  • Develop budgets, financial forecasts, projections and cost analyses for the contract, support programs and for renewal and amendments to existing contracts.
  • Ensure compliance with established budgets, purchase limitations, travel restrictions and general contract limitations, and maintain stability and consistency with DOL and MTC goals and objectives.
  • Identify and recommend changes for cost savings in managing the various department operations, budgets, and procuring goods/services at the center.
  • Coordinate CTST funding, cost control and facility maintenance support.
  • Coordinate wage and salary program with the manager, human resources.
  • Oversee the purchasing function. Ensure center needs are met in a timely basis with adherence to all MTC and DOL requirements.
  • Oversee logistics activities including the management of the warehouse, proper record keeping and reporting of government equipment and consumable supplies.
  • Ensure the implementation of controls to safeguard and maintain accountability of government-furnished property. Review and monitor compliance with DOL and MTC property reporting requirements.
  • Oversee the administrative functions and activities of the student records department.
  • Oversee the management of food services department including cafeteria operation, special food services, menu planning, inspections and quality of delivery of services to students.
  • Provide positive, quality customer service to students, staff and other center customers.
  • Support, promote, and enforce the Job Corps’ Zero Tolerance Policy.
  • Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions.
  • Maintain accountability of staff, students and property; adhere to safety practices.
  • Perform other duties as assigned within his/her capabilities as determined by management.
