About The Position

MTC operates the Joliet Job Corps Center in Joliet, IL, providing quality services to local youth. The Director, Finance & Administration directly supervises the supervisors of accounting, food services, student records and facility maintenance, information systems administrator, and property specialist. This role is responsible for the overall management of finance & administration, including accounting, food services, purchasing, and support services, ensuring compliance with government and management directives. Requirements

  • Bachelor's degree and four years related experience required, three of which must be in a managerial capacity
  • Excellent written and verbal communications skills and computer proficiency required
  • Valid driver’s license with an acceptable driving record.

Responsibilities

  • Directly supervises the supervisors of accounting, food services, student records and facility maintenance, information systems administrator, and property specialist.
  • Responsible for the overall management of finance & administration which includes accounting, food services, purchasing, and support services, in compliance with government and management directives.
  • Plan, coordinate and direct the administrative and financial activities of the directorate
  • Provide staff training, evaluate staff performance, and implement departmental changes as approved by the center director and coordinated with the manager, human resources prior to implementation
  • Develop center budget; monitor and control expenditures, and review and recommend changes to budget authorizations. Oversee center’s overall budget administration
  • Develop and implement new and revised policies and procedures affecting the directorate and subordinate departments and coordinate with other departments to ensure compliance with overall center objectives
  • Regularly assess and audit directorate for contractual compliance and quality of services to students; prepare audit and assessment reports
  • Regularly inspect facility; maintain quality standards
  • Oversee facility maintenance, construction, and rehabilitation activities; maintain timely and effective quality standards. Ensure preventive maintenance plans and activities are in place
  • Coordinate with other staff, suppliers, and governmental, state and local agencies as necessary
  • Develop budgets, financial forecasts, projections and cost analyses as a basis for negotiating contracts for the center, support programs and for renewal and amendments to existing contracts
  • Ensure compliance with established budgets, purchase limitations, travel restrictions and general contract limitations and maintain stability and consistency with DOL and MTC goals and objectives
  • Oversee facility management, career technical skills training (CTST), and construction rehab acquisitions (CRA) funding and cost control. Direct the construction and rehabilitation project requirements. Maintain coordination with DOL’s facility contractor
  • Coordinate wage and salary program with the manager, human resources
  • Oversee logistics activities including the management of the warehouse, proper record keeping and reporting of government equipment and consumable supplies
  • Oversee the management of food services department including cafeteria operation, special food services, menu planning, inspections and quality of delivery of services to students
  • Oversee the center’s transportation requirements and motor pool. Ensure vehicle accountability and maintenance, and preparation of all reports related to government vehicles
  • Provide positive, quality customer services to students, staff and other center customers
  • Participate in student employability programs and activities
  • Support, promote, and enforce the Job Corps’ Zero Tolerance Policy
  • Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions
  • Maintain accountability of staff, students and property; adhere to safety practices.
