About The Position

The Director of Electronic Document Management (EDM) is responsible for senior administration of major program elements for the Clerk’s Electronic Document Management (EDM) Program. Program elements include the development of the long-term strategic plan, the initiation and management of large, complex automation projects requiring collaboration with multiple stakeholders across the entire justice and law enforcement community in Maricopa County and collaboration with State partners, the development and maintenance of EDM policies and procedures, and the management of the program budget (including automation, training, and personnel). Provides direct and indirect supervision to Managers, Supervisors, Leads, and staff.

Requirements

  • Five years of experience, including three years of supervisory or management experience
  • Bachelor’s degree in Computer Science, Computer Information Systems, Business Administration, Project Management, or a related field
  • Other combinations of education and experience may be considered in substitution for the minimum qualifications

Nice To Haves

  • Progressive experience in enterprise document management, ECM, content services, information management, IT applications, or a closely related discipline
  • Leadership/management experience, including managing technical professionals, analysts, administrators, vendors, or cross-functional teams
  • Direct program management and/or certifications in Project Management
  • Hands-on expertise and experience with Hyland OnBase implementation, modernization, migration, integration, or major upgrades in a large or complex environment (i.e., the judicial system)
  • Experience developing and executing document/content management strategy and roadmap

Responsibilities

  • Use a high level of independent discretion and judgment in managing strategic, operational, and tactical aspects of the major program elements
  • Develop the long-term strategic plan for EDM to ensure high availability of the EDMS and to capitalize on product capabilities that improve the department’s efficiency and customer experience
  • Work with relevant stakeholders to prioritize issues based on their severity, potential impact, and criticality to the organization's operations
  • Identify the need to develop and refine policies related to EDM
  • Provide leadership, technical expertise, and accountability to project management and project teams through determining priorities, project and schedule planning, and project outcome evaluations
  • Perform quality reviews and track project milestones, expenditures, deliverables, and business values; actively resolve risks, issues, and activities to ensure project success
  • Leverage digital solutions to optimize processes, improve access, enhance security, and support sustainability.
  • Create and manage program financial activities, including budget preparation, tracking, and reporting related to the Clerk’s Electronic Document Budget Activity
  • Chair the steering committee set up to review and update documented policies, procedures, and configurations related to the EDM solution to ensure consistency and transparency
  • Identify conflicting issues across all program elements and develop solutions for resolution
  • Coordinate with Data Center and Database Administrators to ensure adherence to a comprehensive disaster recovery plan that includes regular data backups, offsite storage, and procedures for restoring data in case of system failures, natural disasters, or other emergencies
  • Implement and maintain the EDM system to ensure problems do not resurface and the system remains secure and efficient
  • Prioritize issue remediation and establish a well-defined process for continuous monitoring and improvement.
  • Establish and maintain a proactive approach to maintain the integrity, availability, and security of the EDM system, ensuring it effectively serves the Clerk’s Office, Superior Court, and their customers
  • Lead the development of new product capabilities from requirements to implementation, including the development of a business case and Return on Investment (ROI)
  • Perform other duties as assigned
