About The Position

Agile Six is seeking a senior market development leader to expand its presence within CMS and the broader HHS and health IT sectors. With over a decade of experience in areas like payment modernization, quality programs, agile transformation, and grants modernization at CMS and HHS, this role will leverage that foundation to deepen engagement with CMS and identify strategic opportunities across HHS and health IT where Agile Six's expertise and delivery model offer a distinct advantage. This is a highly autonomous position with significant influence over strategic investments, opportunity pursuit, and relationship development. As a self-managed organization, the 'Director' title signifies the role's scope, accountability, and external leadership rather than traditional people management. Success is measured not only by pipeline and revenue but also by pursuing work that aligns with the company's capabilities, values, and ability to deliver meaningful outcomes for government partners.

Requirements

  • Significant experience in business development, market development, partnerships, or a similar strategic role in federal technology, digital services, or consulting.
  • Deep familiarity with the CMS ecosystem, including its centers' operations, technology service procurement processes, and the vehicles, partners, and incumbents shaping the market.
  • Working knowledge of the broader HHS landscape.
  • An established network within CMS and/or among organizations that work extensively with CMS.
  • Strong relationship-building and communication skills, with demonstrated ability to translate relationships and market knowledge into meaningful outcomes.
  • Experience working cross-functionally with delivery, contracts, finance, proposal, and/or other business functions.
  • Ability to evaluate opportunities strategically rather than solely maximizing pipeline volume.
  • Experience using AI-enabled tools in work, with sound judgment regarding the essential role of human expertise and context.
  • Comfort operating in a small, evolving organization where systems and processes may still be developing.

Nice To Haves

  • Previous federal service at CMS or another HHS operating division.
  • Experience navigating CMS/HHS procurement and acquisition environments.
  • Familiarity with joint ventures, SDVOSB/8(a) partnerships, set-aside strategy, and federal teaming.
  • Experience with health IT domains such as quality measurement, payment modernization, interoperability, or grants.
  • Understanding of the relationship between federal health programs and state-level implementation.

Responsibilities

  • Develop and execute the CMS/HHS market strategy.
  • Build and maintain a comprehensive understanding of CMS centers and offices, key decision-makers, modernization priorities, acquisition patterns, contract vehicles, incumbents, and upcoming opportunities.
  • Translate market intelligence into a prioritized strategy for Agile Six's investments in time, relationships, and pursuit resources.
  • Extend the market strategy into adjacent HHS and health IT opportunities where CMS experience provides a credible foundation.
  • Develop trusted relationships with government leaders, industry partners, primes, and other stakeholders across CMS and HHS.
  • Represent Agile Six at relevant industry events, conferences, and partner discussions.
  • Identify opportunities early enough to shape solutions and acquisition approaches, rather than solely responding to solicitations.
  • Own and develop a qualified pipeline based on strategic fit, win probability, delivery alignment, and potential impact.
  • Make informed pursue/no-pursue recommendations, including recommending against pursuing misaligned opportunities.
  • Align pipeline planning with organizational forecasting and broader Market Development priorities.
  • Collaborate closely with Agile Six delivery teams to understand existing work, client needs, lessons learned, and potential expansion areas.
  • Integrate delivery expertise into opportunity shaping to ensure proposed work is credibly deliverable.
  • Facilitate relationships and opportunities that provide a strong foundation for future delivery teams.
  • Identify and develop teaming, subcontracting, and joint-venture opportunities to expand Agile Six's reach or capabilities.
  • Lead or support strategic partner and teaming negotiations while upholding the integrity of the delivery model.
  • Partner with Communications, Proposals, Delivery, Finance, Contracts, and company leadership throughout opportunity development and proposal processes.
  • Utilize AI-enabled tools to support research, market mapping, pipeline analysis, competitive intelligence, and opportunity development.
  • Contribute to shared Market Development practices, tools, intelligence, and strategy, functioning as part of a collaborative team rather than an individual sales function.
  • Improve developing systems and practices, even in the absence of perfect infrastructure.
