About The Position

Oversees County-owned real estate, the purchasing of land for County use, the development of government buildings, parks, and greenways, vehicle maintenance & management, energy management, security services and courier services. Directs the planning, design & construction, operations, maintenance, and security of County-owned buildings, infrastructure, and real estate assets. Key duties include managing capital projects, utility usage, maintenance contracts, energy management, and ensuring safe, sustainable, and compliant operations. Ensures the County’s assets and services align with strategic goals, maintain high-quality standards, and support the broader mission of the organization.

Requirements

  • Minimum of 10 years of progressively responsible experience managing county, municipal or large-scale operations in facilities, maintenance & management, capital program, fleet, and security services, including at least three (3) years of supervisory experience.
  • Bachelor’s degree in Facilities Management, Architecture, Engineering or related field.
  • Combination of relevant education and relevant experience accepted.
  • Valid NC or SC driver's license or ability to obtain such
  • Ability to obtain and maintain a County Operator's Permit (COP).

Responsibilities

  • Direct the operations of the Asset and Facility Management Department, including oversight of over 60 full-time employees, an annual operational budget exceeding $50M, and an annual capital budget exceeding $100M.
  • Establish departmental responsibilities, coordinate functions among department divisions, including Real Estate Management, Design & Construction Project Management, Facilities Energy & Fleet Management, Security Services, and Business Management, and oversee the following departmental functions: Land acquisition and property management activities, averaging over $30M in land purchases annually, as well as property management of County facilities including rights of entry, use & license agreements, temporary & permanent construction easements, and leases.
  • Design & construction of new or renovated County facilities, averaging over 80 active projects annually, as well as over 40 Capital Reserve projects averaging (over $10M annually), utilizing consulting architects & engineers for design and Construction Managers at Risk for large construction projects. In all design & construction projects, seek to improve MWBE subcontractor participation and involvement of MBEs at the prime contract level.
  • Facilities maintenance & management of over 104 buildings (over 4 million square feet), utilizing outsourced full-service maintenance providers (contracts exceeding $18M annually).
  • Maintenance & management of County fleet operations of approximately 1,200 vehicles, utilizing outsourced vehicle maintenance provider, including purchase of new replacement vehicles, purchase & management of fuel, and an outsourced GPS contract.
  • Environmental leadership initiative for facilities & fleet to reach net-zero carbon energy sources by 2035, including deep energy retrofits, solar photovoltaic installations, and transition of fleet to electric vehicles.
  • County security services including access control & badging, video management, an in-house Security Operations Center, an outsourced cash transport contract, management of outsourced guard services contracts (over $12M annually) with approximately 250 armed guards and 20 weapons screening stations, and emergency preparedness & safety functions including management of Facility Emergency Action Plans.
  • Department business management including preparation of annual operational, capital, capital reserve, and fleet reserve budgets.
  • Serve as a cabinet member on the Executive Leadership Team and a member of the Enterprise Risk Management Committee.
  • Make recommendations to the Board of County Commissioners and the County Manager.
  • Develop and implement strategic initiatives.
  • Set and demonstrate the desired culture for the department, including tone, climate, and vision.
  • Ensure compliance with statutory requirements and directives in all departmental operations.
  • Review initiatives, reports, plans, contracts, amendments, change orders, and purchase orders submitted by staff members for approval or modification.
  • Prepare and deliver presentations or present information to the Manager’s Executive Team and Board of County Commissioners to accomplish objectives.
  • Oversee preparation of Development Agreements for disposition & development of County land or with non-profits for joint facilities development projects, including facility leases.
  • Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
  • Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting operations or program services.
  • Serve as liaison between County and public organizations, including non-profits.
