About The Position

The State of Connecticut, CT Paid Leave Authority (the "Authority") is accepting applications for a Digital Media Accessibility & Operations Specialist (Information Technology Analyst 2) in Hartford, CT. This position will report to the IT Delivery Manager. This role maintains and enhances the CT Paid Leave website by ensuring that all content—both their own updates and updates created by other contributors—meets WCAG 2.1 AA accessibility standards. They validate new Sitecore components are accessible, functional, and compliant by extensively testing prior to go-live approval and smoke testing after production releases. Supporting the IT Solutions Manager with developing and implementing accessibility compliance processes will be an initial priority. They collaborate with external partners to identify and support documentation needs. Coach CT Paid Leave staff on accessibility remediation and operational processes that keep digital systems running smoothly. Additional responsibilities include maintaining IT documentation and leveraging analytics tools and tag management to identify opportunities for improving the digital experience. This role combines accessibility expertise, content management, frontend web knowledge, and cross-team collaboration to deliver a consistent, accessible, and high-quality user experience.

Requirements

  • Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area.
  • One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function.
  • Considerable knowledge of IT equipment and diagnostic tools; principles and techniques of systems analysis, design, development and programming; principles of information systems; principles and theories of business and planning functions; programming languages; capabilities of computer technology.
  • Knowledge of methods and procedures used to conduct detailed analysis and design of computer systems; principles and techniques of software generation and programming; practices and issues of systems’ security and disaster recovery; computer operating systems; project management principles and techniques; principles and techniques of business information systems re-engineering.
  • Considerable interpersonal skills; oral and written communication skills; skill in technical problem solving; skill in logic and analysis; skill in problem solving; Skills in project coordination.

Nice To Haves

  • Experience performing systems analysis and design for business applications on the following cloud platforms: Sitecore, Salesforce, Atlassian and Azure.
  • Experience developing or maintaining applications using structured development tools and practices (e.g., version control, code testing, or structured development methodologies).
  • Experience working with Content Management Systems (e.g., Sitecore) and developing or maintaining web pages using front‑end languages such as HTML and CSS.
  • Experience with digital media accessibility remediation and knowledge of Web Content Accessibility Guidelines (WCAG).
  • Experience creating reports and metrics in Google Analytics 4 and configuring tags in Google Tag Manager.

Responsibilities

  • Collaborate with external teams to understand what additional guidance they require on our systems.
  • Lead the effort to update documentation accordingly (i.e. knowledge articles, help docs, playbooks).
  • Support the IT Manager in developing and implementing a plan and processes to maintain accessibility compliance.
  • Maintain and update the ctpaidleave.org website using the custom components built in Sitecore for CT Paid Leave.
  • Coach and train staff of all levels on accessibility remediation on videos, documents and PDFs.
  • Conduct accessibility testing of digital content updates and provide guidance on how to resolve issues where content is not in compliance with WCAG 2.1 AA.
  • Conduct accessibility and functionality testing of website programming updates before they are approved for release.
  • Conduct post release validation.
  • Capture and report on any issues encountered.
  • Assist the IT Solutions Manager in maintaining IT team processes and procedure documentation in Atlassian.
  • Enforce digital standards such as accessibility, usability, and branding.
  • Acts as liaison to hardware and/or software vendors, system developers, programmers and user community.
  • Evaluates and recommends products.
  • Participates in Request for Proposal (RFP) process.
