About The Position

The Developer/Programmer Analyst III will support the Texas Department of State Health Services (DSHS) on the Texas Birth Defects Registry (TBIRDS) electronic case reporting (eCR), data interoperability, and modernization project. This temporary position is within the DSHS Birth Defects Epidemiology and Surveillance Branch (BDESB). The role will conduct a needs assessment to identify business requirements for ingesting electronic initial case reports (eICRs) into TBIRDS and auto-populating select fields to expedite record abstraction. The position will primarily develop automated processes between systems to extract, validate, and use eICR data. It will also lead projects to automate branch processes, such as clinical case review, and build dashboards related to eCR implementation and data modernization. Working with BDESB program, epidemiology, and technical staff, the Programmer Analyst will deliver solutions that reduce manual data review, improve eCR data usability, and support integration of electronic health data into existing surveillance workflows.

Requirements

  • At least 8 years of experience developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming-language scripts.
  • At least 8 years of experience with system integration, dashboard creation, and automation for improved interoperability workflows.
  • At least 8 years of experience working with structured or semi-structured health, public health, or other complex administrative data, including knowledge of databases and database querying.
  • At least 8 years of experience developing reports that document system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • At least 8 years of experience testing and validating automated data-integration solutions.
  • At least 8 years of experience documenting code and technical specifications for improved workflows and procedures.
  • At least 8 years of experience demonstrating strong analytical and problem-solving skills, communicating technical concepts to technical and nontechnical staff, and collaborating with other staff.
  • Must currently reside within 50 miles of Austin; candidates planning to relocate will not be considered.

Responsibilities

  • Conduct a needs assessment to identify steps necessary for TBIRDS to ingest eICRs and auto-populate select data fields.
  • Develop a report or system requirements document describing the functions and workflows needed for TBIRDS interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or other statistical software programs supporting multiple branch processes.
  • Build dashboards related to eCR implementation and data modernization efforts.
  • Automate and integrate relevant eICR data into TBIRDS to expedite branch processes, such as triaging cases for clinical review and automating data ingestion.
  • Test and validate automated workflow processes, standardization, linkage, and processing methods to assess accuracy, completeness, and reliability.
  • Troubleshoot identified issues and refine programming solutions accordingly.
  • Maintain clear documentation of programming scripts, workflows, validation procedures, and developed solutions to support sustainability and future maintenance.
  • Support efforts to incorporate electronic health data into existing registry workflows and assist with planning for eICR integration and other interoperability initiatives.
  • Collaborate with BDESB staff and technical partners to identify data and system requirements, document technical processes, identify potential limitations, and develop recommendations for future interoperability projects.
