About The Position

The client is seeking a temporary Developer/Programmer Analyst III to conduct needs assessments, develop programming automation, and support system integration for electronic case reporting (eCR), data interoperability, and modernization activities. The role will evaluate business requirements for electronic initial case report (eICR) ingestion and the automatic population of selected fields to expedite record abstraction. It will also lead projects that automate branch processes, including clinical case review, and develop dashboards related to eCR implementation and data modernization. The position primarily supports development of automated processes between systems to extract, validate, and use eICR data. The contractor will collaborate with BDESB program, epidemiology, and technical staff to evaluate, identify, and document programming solutions. These solutions are intended to reduce manual data review, improve the usability of eCR data, and support interoperability and the automated integration of electronic health data into existing surveillance systems and workflows.

Requirements

  • At least 8 years of experience developing, testing, maintaining, and troubleshooting scripts in SAS, Python, R, or similar programming languages.
  • At least 8 years of experience with system integration, dashboard creation, and automation to improve interoperability workflows.
  • At least 8 years of experience working with structured or semi-structured health, public health, or other complex administrative data, and knowledge of databases and database querying.
  • At least 8 years of experience developing reports that document system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • At least 8 years of experience testing and validating automated data-integration solutions.
  • At least 8 years of experience documenting code and technical specifications to improve workflows and procedures.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical concepts to technical and nontechnical staff.
  • Ability to work collaboratively with other staff.

Nice To Haves

  • At least 2 years of experience with electronic case reporting (eCR/eICR), Electronic Health Records, or Health Information Exchange.
  • At least 2 years of experience with healthcare interoperability standards such as HL7, XML, or FHIR, and SNOMED CT or other clinical terminology standards.
  • At least 2 years of experience with SQL and relational databases, public health surveillance systems or registries, data linkage and matching, and development of automated data pipelines or ETL processes.

Responsibilities

  • Conduct a needs assessment to identify the steps necessary for eICR ingestion and automatic population of selected data fields.
  • Maintain clear documentation of programming scripts, workflows, validation procedures, developed solutions, and integration information to support sustainability and future maintenance.
  • Develop a report or system requirements document describing the functions and workflows needed for interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or other statistical software programs for branch processes, including dashboards.
  • Build programs that automate and integrate relevant eICR data into client systems to expedite processes such as case triage for clinical review and data ingestion.
  • Test and validate automated workflows, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot issues and refine programming solutions.
  • Support incorporation of electronic health data into existing client workflows and assist with needs assessment and planning for eICR integration and other interoperability initiatives.
  • Collaborate with client staff and technical partners to identify data and system requirements, document technical processes, identify limitations, and recommend future interoperability projects.
