Deputy Division Chief of the Executive Litigation and Policy Group
About The Position
The New York City Law Department is seeking admitted attorneys for the position of Deputy Chief of the Executive Litigation & Policy Group (ELPG), part of the Executive Division. The Deputy Chief will work closely with the ELPG Chief and senior leadership to manage a team of attorneys handling counseling and litigation for matters impacting the City of New York's revenue and programs. This includes complex, high-impact litigation in administrative, constitutional, and municipal law, as well as counseling on federal grants and emerging regulatory/enforcement areas. Responsibilities involve preparing briefing materials, presentations, reports, and drafting guidance documents. The Deputy Chief will also oversee litigation strategy, coordinate with government agencies and stakeholders, manage legal and policy development for federal actions, and assist with strategic planning, personnel management, attorney development, and operational oversight.
Requirements
- At least 10 years of legal experience following graduation from an ABA accredited law school.
- Admitted to the practice of law in New York State.
- Admitted or eligible for immediate admission to the SDNY and EDNY.
- Exceptional legal writing, analytical, and advocacy skills.
- Demonstrated ability to communicate complex legal positions effectively to various stakeholders in both litigation and advisory contexts.
- History of successful supervision and management of attorneys and legal support professionals.

Nice To Haves
- Substantial experience with complex or high-stakes litigation – particularly affirmative litigation.
- Deep familiarity with municipal law.
Responsibilities
- Assist in managing a team of attorneys responsible for both counseling and litigation functions.
- Commence and defend complex and high-impact litigation.
- Focus on federal grants and emerging regulatory and enforcement areas of law.
- Prepare briefing materials and presentations.
- Maintain reports and information trackers.
- Draft guidance documents.
- Oversee litigation strategy.
- Coordinate across city, state, and federal government agencies and non-governmental stakeholders.
- Manage the development of legal and policy positions in response to federal regulatory and enforcement actions.
- Assist with strategic planning, personnel management, attorney development, and operational oversight of the group.
