About The Position

The Office of Homeless Services (OHS) is recruiting for a Deputy Director of Homeless Services who serves as a key executive leader within the department, responsible for overseeing financial management, administrative operations, strategic planning, and cross-sector partnerships that advance housing-focused initiatives. This role ensures effective stewardship of diverse funding streams; leads core administrative functions; and supports the implementation of programs aligned with best practices, including Housing First and evidence-based homeless system strategies.

Requirements

  • A bachelor's degree from an accredited institution in Business/Public Administration, Finance, Accounting, Behavioral/Social Science, or a closely related field.
  • Five (5) years of full-time, increasingly responsible administrative experience with primary responsibility for analyzing, interpreting, and making recommendations to management in a combination of the following areas: Budget/Financial Management; Financial Analysis and/or Accounting; Requests for Proposals/Bids/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Grant Management & Compliance (HUD, HHAP, ESP, state grants, etc.); Organizational Analysis; or Project Management, including experience in a housing or homeless services program.
  • Two (2) years of experience as a full-scope supervisor or manager over professional or technical staff. Experience may be concurrent.
  • Applicants with an equivalent combination of education and experience commensurate with the responsibilities of the position may be considered.
  • Qualifying experience must be equivalent to Staff Analyst II (journey-level) or above with increasing responsibility.
  • Trainee level experience must be clearly distinguished from journey-level experience in the work experience section of the application.
  • Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
  • Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
  • Background check, which includes credit check, DOJ Live Scan fingerprinting, DMV check, and physical exam including drug testing, prior to appointment.
  • Travel throughout the County is required.
  • A valid California Class C Driver License is required to carry out the essential job-related functions of this position (mileage reimbursement may be available at current IRS rates).
  • A clean driving record and proof of automobile liability insurance must be maintained.
  • Candidates will be required to present their legal right to work in the United States prior to employment.

Responsibilities

  • Oversee complex departmental budgets and financial operations.
  • Manage multiple funding streams, including federal, state, and local sources (such as HUD, HCD, and CoC-funded programs).
  • Ensure compliance with grant requirements, regulatory standards, and fiscal reporting obligations.
  • Implement systems to track expenditures, monitor fiscal performance, and forecast financial needs.
  • Develop and manage contracts with nonprofit service providers, consultants, and vendors.
  • Oversee procurement processes in alignment with county, state, and federal rules.
  • Monitor contractor performance, ensuring contractual obligations and outcomes are met.
  • Lead administrative operations, including HR coordination, IT needs, facilities support, and general administrative systems.
  • Drive process improvements to strengthen efficiency, compliance, and internal controls.
  • Support departmentwide strategic planning and operational alignment.
  • Manages, organizes and supervises the issuance, review and recommendation of requests for proposal/qualification for development, consultants or programs; supervises invitation for bids, inspection of properties, and other related activities; analyze programs or projects for feasibility and cost effectiveness.
  • Apply expertise in homeless service delivery models, including Coordinated Entry Systems, HMIS, permanent supportive housing, and Housing First principles.
  • Provide leadership that aligns fiscal and administrative functions with best-practice homelessness interventions.
  • Build and maintain partnerships with government agencies, nonprofit providers, community groups, and other system stakeholders.
  • Represent the Office of Homeless Services in regional workgroups, planning efforts, and cross-jurisdictional initiatives.
  • Use data to evaluate program performance, fiscal stability, and operational efficiency.
  • Promote a culture of continuous improvement grounded in measurable outcomes.
  • Supervise fiscal, administrative, and operational staff.
  • Establish performance goals and ensure deliverables are met.
  • Provide guidance, coaching, and professional development opportunities.
  • Manages, supervises and performs routine tasks related to projects and programs; supervises and motivates staff in the development and implementation of such projects and programs; monitors progress and makes recommendations for improvements.
  • Present complex financial, administrative, and operational information to county leadership, elected officials, community partners, and the public.
  • Develop reports, briefings, and presentations that clearly convey program performance and fiscal status.
  • Works with citizen community groups, auditors and regulators for the proper flow of information as requested or as required by various state, City, federal procedures, policies, regulations or law; determines compliance with various policies, procedures, regulations or law and makes recommendations thereto.
