About The Position

The City of Richmond's Office of Sustainability is seeking to fill a Deputy Department Director to provide assistance to the department director or the Chief Administrative Officers in setting the strategic direction and management oversight through a comprehensive urban planning and public administration agency. The incumbent ensures implementation of Mayor and City Council goals, policies, and performance expectations as well as the implementation of RVAgreen 2050 and its associated actions and work plans, policies, legislative and administrative functions. Incumbents make interpretive decisions on behalf of the organization regarding the means for executing the established goals. This role also helps strategic direction for the Agency, shapes organizational culture, drives cross-departmental collaboration at the highest levels, and ensures sustainability goals are embedded in the City’s policies, programs, and operations. Such interpretive decisions provide context for the work to be accomplished by the subordinates supervised. Incumbents are typically assigned to serve as Director in the absence of the Director.

Requirements

  • Bachelor's degree in environmental science, public administration, urban planning, or related field; Master's degree is preferred
  • Eight years of progressively responsible related experience that includes significant management and supervisory experience
  • 7-10 years of professional experience within a local government organization in areas involving policy analysis, program management, environmental planning, etc.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Responsibilities

  • Directs, manages, and supervises staff and programs; performs some supervisory duties such as performance evaluations and training; supports managers as needed.
  • Manages, implements, and monitors large scale projects, programs, reviews, budgets, etc.; determines each staff member's role.
  • Prepares, reviews, edits, and approves various documents, reports, contracts, expenditures, packets, budgets, etc.; ensures proper reporting.
  • Supports the overall legal, legislative, and administrative review process of general Agency functions such as budget submission, ordinance writing tracking and reporting, and other critical administrative functions.
  • Coordinates with City departments and outside agencies to develop new sustainability policies, programs and measure progress.
  • Works with various internal and external departments on special assignments or projects; coordinates projects as needed; secures funding and resources for programs.
