The Deputy Court Administrator plays a critical leadership role in guiding strategic initiatives, supporting judicial and administrative functions, and ensuring operational excellence across the Juvenile Court. This position requires a forward-thinking administrator dedicated to promoting a values driven environment, strengthening organizational effectiveness, and advancing the Court’s long-term vision. The Deputy Administrator plans, directs, and oversees the management of all Juvenile Court programs and services including juvenile justice, non- judicial unit administration and operations which can be direct or indirect. Direct operations consist of oversight of the Director of Juvenile Court Services, Court, Child and Family Services; therapeutic services, court programs, and other administrative services. The indirect unit operations consist of the shared divisions with Pima County Superior Court including court interpreter and translation, finance, human resources, facilities, information technology, planning, research and evaluation, and security services. The position is responsible for and assists in a broad variety of high-level administrative activities across the court.

Requirements

  • A master’s degree in business, public or judicial administration, or a closely related field
  • At least six (6) years of progressively responsible administrative experience to include supervision of professional, supervisory and managerial staff.
  • The principles, practices, methods and techniques of effective court administration and management.
  • Relevant laws, rules, regulations, and procedures pertaining to the judiciary and practices of social, and correctional casework and counseling.
  • Statues, rules, codes, laws, principles, programs, functions, and services governing the juvenile justice and dependency systems.
  • Court structures and organizations, functions, operational processes and services.
  • Accounting, mathematics and statistical methods and procedures relevant to court programs and administrative operations.
  • Strategic planning principles, methodologies, and best practices.
  • Plan, organize and direct complex administrative services, human resources, and rehabilitation of youth.
  • Analyze and interpret operational efficiencies, complex program and organizational challenges; propose and present solutions clearly and concisely.
  • Establish and maintain effective working relationships.
  • Communicate effectively, both orally and in writing.
  • A valid driver license at the time of appointment.

Responsibilities

  • Oversees the operations of the Juvenile Court including juvenile justice.
  • Oversees the administrative operations of the Juvenile Court.
  • Ensures that court operations and programs are enforced and compliant with all applicable laws, statutes, rules, and directives.
  • Oversees the short and long-term planning processes for all facets of court operations.
  • Directs and oversees the work of division directors or other assigned staff to ensure effective leadership, performance, and coordination across all assigned operational units.
  • Consults with directors/managers on administrative issues and assists in developing and implementing improvements.
  • Participates in problem solving and makes decisions within the scope of authority.
  • Assists the court administrator, chief deputy court administrator, juvenile court presiding judge and judges in the preparation and implementation of court rules, policies, and procedures.
  • Analyzes complex operational data and recommends, implements, and evaluates policy and procedural changes for assigned work units.
  • Coordinates activities and services and serves as liaison, as designated, with the Administrative Office of the Courts (AOC), Clerk of the Superior Court, local and state agencies, news media, and the general public.
  • Oversee fiscal administration activities including monitoring expenditures, reviewing financial performance, and ensuring adherence to the approved budget.
  • Leads and participates in the development of goals, objectives, and budgets for each functional unit managed.
  • Participates in the preparation of the court’s annual budget.
  • Monitors case flow management and calendaring systems for compliance with standards, court policies and procedures.
  • Acts as a liaison to other agencies with regard to court processes and procedures; represents the Court on external committees and boards to gather and provide input for court-related matters.
  • Acts as a liaison for specialty court programs may oversee the development of databases and managerial reports, preparation of grants and contracts, and requests for proposals.
  • Assists in overseeing cooperative and collaborative efforts with other courts and justice system entities including the electronic transfer of and access to mutually beneficial data.
  • Participates in executive level meetings.
  • Oversees matters concerning space, furnishing, equipment management, and practice of appropriate security measures within the court buildings; ensures court facilities are properly maintained, and space is adequately appropriated.
  • Oversees recruitment, selection, training, performance and achievement of objectives and retention of professional staff.
  • Participates in workforce planning initiatives, including identifying staffing needs and supporting succession planning efforts.
  • Assists in court-wide technology initiatives such as system rollouts, upgrades, or user-training efforts.
  • Participates in committees, and coordinates programs and/or initiatives.
  • May act on behalf of the Juvenile Court Presiding Judge and/or Superior Court Administrator and/or Chief Deputy Court Administrator when designated.
