About The Position

Under the administrative direction of the City Engineer, this role plans, organizes, schedules, directs, and reviews the functions and activities of the City's Engineering Division. The position performs a wide variety of complex engineering assignments, is responsible for the design and inspection of Public Works projects, and reviews and approves subdivision development plans. This is a full-time, single-position class responsible for the functions of the City’s Engineering Division, with extensive latitude for independent judgment and initiative. Work is typically performed in a general office environment, with occasional site visits outdoors, which may include work in inclement weather.

Mathematics, design methods, uses and strengths of construction materials, standard specifications, effects of soil conditions, and pertinent laws and regulations related to the design and construction of municipal facilities, public works, and private subdivision and development projects.
Cost estimating and contract administration.
Traffic engineering methods and regulations.
Principles and practices of surveying and construction inspection, including applicable laws and safety requirements.
Technical report writing.
Budget development and expenditure control.
Principles of supervision, training, and engineering administration.
Ability to plan, organize, supervise, and manage the functions and activities of the City Engineering Division.
Ability to direct the preparation of and prepare engineering estimates, plans, designs, and specifications for public works projects.
Ability to solve complex engineering problems, using a variety of engineering techniques.
Ability to perform construction inspection as a resident engineer.
Ability to supervise the Engineering Department employees.
Ability to provide engineering guidance and direction to the Building Department.
Ability to maintain responsibility for the City Traffic Engineering functions.
Ability to prepare comprehensive technical reports and recommendations.
Ability to deal tactfully and courteously with the public, contractors, and representatives of other agencies in providing professional engineering assistance and information.
Ability to establish and maintain cooperative working relationships.

High School diploma or GED required.
Eight (8) years of increasingly responsible professional engineering work experience involving public works, community development, planning, design and construction, grant administration, and economic development activities, including at least three years in a supervisory or management capacity.
Demonstrated ability to communicate technical information effectively with a governing board, coworkers and the public.
Possession of a current and valid certificate of registration as a Civil Engineer for California issued by the State Board of Registration for Civil Engineers, or the ability to obtain within 6 months.
Maintain a valid California Driver’s License throughout employment.
Incumbent will participate in the DMV “Pull Program”.

Education equivalent to graduation from an accredited college or university with a bachelor’s degree in civil engineering is highly desirable.

Responsibilities

Plans, organizes, assigns, supervises, and reviews the work of the City's Engineering Division.
Prepares reports and makes presentations to the City Council and Planning Commission on improvement projects and other technical engineering matters.
Meets with local builders, contractors, and developers to provide information regarding available utilities and requirements for sewage, water, storm drainage, and streets.
Reviews drawings and plans for new subdivisions and developments.
Prepares cost estimates for special projects such as off-site improvements for new industries and upgrading of municipal parks.
Responds to citizen complaints.
Serves as City Traffic Engineer making traffic studies and developing traffic control procedures.
Monitors the development of City drainage facilities.
Develops and updates standard construction details.
Oversees engineering field inspections on projects.
Prepares and negotiates change orders with contractors.
Monitors work progress.
Processes partial payments.
Estimates percentage of project completion.
Chairs pre-construction meetings.
Oversees the preparation of legal property maps and descriptions.
Administers bidding for Public Works contracts.
Assists with the development of specifications for projects.
Prepares periodic Division activity reports.
Participates in the City's Development Review process.
Checks structural design calculations and engineering design of proposed drainage and sewage facilities.
Serves as City Flood Control Officer.
Coordinates and monitors soil testing.
Provides a variety of technical engineering advice and assistance for other City staff.
