About The Position

Under general supervision, assists the City Clerk and Assistant City Clerk with professional, technical, and administrative duties; conducts research, special surveys, studies, and analysis. Acts on behalf of the City Clerk and Assistant City Clerk in his or her absence. Performs related duties as required. This position is promotional only and is open to current City of West Covina employees.

Requirements

  • Knowledge of principles, practices, and techniques related to the functions of the City Clerk's Office, including public records management, document imaging, and agenda preparation.
  • Knowledge of applicable federal and state laws and regulations, such as the Political Reform Act, the Brown Act, and the Public Records Act.
  • Knowledge of research methods, procedures, and analysis techniques.
  • Keyboarding (typing) skills at a minimum of 50 words per minute.
  • Proficiency in operating standard office equipment and using personal computer software programs as required.
  • Ability to prepare reports and communicate effectively both orally and in writing.
  • Ability to perform a multitude of tasks and be able to work independently with minimal supervision.
  • Ability to supervise staff.
  • Associate of Arts Degree, or equivalent from an accredited college or university, or specialized coursework in business administration or a related field.
  • Three (3) years of increasingly responsible clerical experience involving public contact.
  • Possession of a valid California Class C driver's license and a satisfactory driving record.

Nice To Haves

  • Experience working for a city or other governmental agency is highly desirable.
  • Certification or the ability to obtain a Certified Municipal Clerk (CMC) through the International Institute of Municipal Clerks (IIMC) is highly desired.

Responsibilities

  • Processing of all City Council related documents, including resolutions, ordinances, minutes, contracts/agreements and Capital Improvement Projects (CIP) projects.
  • Assisting with the file maintenance, indexing, and retention of minutes, resolutions, ordinances, agreements and other official City documents.
  • Processing appropriate City documents for recordation with the County Recorder and maintaining the original recorded documents upon return to the City.
  • Publication of all adopted ordinances, public hearing notices, and bid notices as prescribed by law.
  • Maintaining the City's Municipal Code by forwarding ordinances to the publishing company and distributing the quarterly supplements.
  • Preparing the City Council agenda and packets for the City Council meetings.
  • Processing claims against the City, subpoenas, and Public Records Act requests.
  • Processing of Statements of Economic Interest for designated employees and commissioners pursuant to the Political Reform Act.
  • Compiling, researching, and organizing data and information and preparing reports.
  • Providing general information to City Councilmembers, employees, and the public regarding City policies and procedures, the Municipal Code, and other related areas.
  • Assisting with the conduction of municipal elections.
  • Attending City Council meetings, and other City meetings in the absence of the City Clerk; executing documents in the absence of the City Clerk.
  • Conducting bid openings.
  • Administering Oaths of Office.
  • Maintaining personnel, payroll, equipment, activity, and other departmental procedural records.
  • Driving to off-site city buildings and other locations as required.
