This position serves as Deputy CIO of Product Delivery & Engineering. This leader drives the strategy, governance, and execution of all application development functions supporting the Department of Children & Family Services. They shape statewide policies, oversee mission-critical systems such as SACWIS and web platforms, and ensure alignment with enterprise architecture, federal requirements, and long-term sustainability goals. Serving as a key representative for the CIO, they lead multidisciplinary teams, direct complex technology initiatives, and guide the delivery of secure, scalable, and modern digital solutions for Illinois’ child welfare mission. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, or a directly related Information Technology field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems and computer systems in a public or business Information Technology organization.
  • Requires four (4) years of professional experience supervising and directing a team of Information Technology professionals in a large and highly complex public or private IT organization.

Nice To Haves

  • Four (4) years of professional experience managing application development teams in a complex, multi-team environment, including direct supervision of professional staff.
  • Four (4) years of professional experience developing, administering, and monitoring budgets, including interpreting and applying policies impacting IT operations.
  • Four (4) years of professional experience implementing and governing Microsoft Dynamics 365, Power Platform or similar enterprise platforms within a large IT organization.
  • Four (4) years of professional experience leading enterprise architecture governance processes, including Architectural Review Boards (ARB), to ensure alignment with statewide standards, design principles, and modernization strategies, including governance of SDLC standards, development methodologies, and related policy or standards oversight.
  • Extensive knowledge of long-term system sustainability, scalability, modernization strategies, and total cost of ownership for high-availability or multi-decade systems.
  • Ability to analyze complex administrative, operational, or technological challenges and determine an effective timely course of action to resolve.
  • Ability to operate effectively in a federated environment requires balancing business driven product leadership with centralized technology governance and statewide standards.

Responsibilities

  • Serves as the Deputy Chief Information Officer of Product Delivery & Engineering for the Department of Innovation & Technology (DoIT), supporting the Department of Children & Family Services (DCFS) within a product-based operating model, planning, developing, organizing, controlling, and managing overall activities of product delivery teams.
  • Collaborates, administers and implements in conjunction with Infrastructure Support, Data Management, and DoIT Architecture groups for the development and maintenance of overall DoIT/DCFS standards and procedures.
  • Serves as full line supervisor.
  • Speaks on behalf of the Chief Information Officer and serves as representative to private, state, and federal agencies regarding IT application development, product delivery, and digital platform strategy needs, procurements, and maintenance.
  • Formulates the Product Delivery & Engineering Services budget and monitors expenditures to ensure adherence to budgetary guidelines.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
