About The Position

To assist in directing, managing, and supervising the activities and operations of the Compliance Division; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the Chief Building Official.

Requirements

  • Four (4) years of increasingly responsible experience in engineering, public administration, construction, building code enforcement, or architecture including one (1) year of administrative and lead supervisory responsibility.
  • Certified by the International Code Council as a (B3) Building Plans Examiner or equivalent; or the ability to obtain ICC Building Plan Examiner certification with six (6) months of hire.
  • Operations, services and activities of a comprehensive building permit, inspection, and licensing program.
  • Management skills to analyze programs, policies, and operational needs.
  • Principles and practices of program development and administration.
  • Modern and complex techniques and practices of building construction.
  • Principles and practices of basic engineering.
  • Practices of local builders and contractors.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes and regulations including. building, electrical, plumbing, mechanical, and fire codes.
  • Plan, organize, direct, and coordinate the work of personnel.
  • Select, supervise, train, and evaluate staff.
  • Delegate authority and responsibility.
  • Assist in managing the operations, services, and activities of the Compliance Division.
  • Read, interpret, and analyze electrical, structural, plumbing, and mechanical building plans.
  • Identify and respond to community and City Council issues, concerns, and needs.
  • Develop and administer, departmental goals, objectives, and procedures.
  • Prepare clear and concise reports.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted during work.

  • Associate degree with course work in architecture, civil engineering, construction management, public administration, or a related field.

Responsibilities

  • Assist the Chief Building Official to carry out policies and procedures for plan reviews, permits, code compliance, and licensing to promote customer service.
  • Assist in the development and implementation of goals, activities, objectives, policies, and priorities for the department.
  • Assist in supervising field operations of the department; delegate assignments to plan reviewer and compliance inspectors; conduct staff meetings; coordinate and analyze compliance inspector work schedules to ensure proper allocation.
  • Assist in meeting and coordinating with designers, contractors, and other City departments for preliminary cursory reviews of projects that will be submitted to the department for permits.
  • Assist the Chief Building Official with proper application of the Codes, City Rules and Regulations, and other requirements.
  • Assist the Chief Building Official with other City departments, elected officials, outside agencies, contractors, architects, engineers and public as needed.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Responsible to explain, justify and defend programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building permit and inspection activities.
  • Perform the analysis and evaluation of building construction plans to ensure compliance with applicable codes and regulations; recommend corrective actions to be taken; develop plan review correction notices pertaining to the examination of construction plans.
  • Issue notices to comply on violations; maintain records of history of facts for possible legal actions.
  • Perform other duties and responsibilities as required.
