About The Position

Under general direction of the Chief Building Official, this position supervises and coordinates building code inspection activities and operations within the Planning and Development Department. The role assists with administrative and management duties related to floodplain development, coordinates assigned activities with other divisions, outside agencies, and the general public. The Deputy Building Official assumes the responsibilities of the Chief Building Official in their absence and provides highly responsible and complex staff assistance. Essential functions include coordinating organization, staffing, and operational activities for commercial, residential, and industrial inspections; participating in the development and implementation of goals, objectives, policies, and priorities; identifying opportunities for improving service delivery; directing and reviewing work plans; reviewing construction plans, drawings, and specifications; overseeing field inspections of complicated situations; ensuring consistent interpretation of codes and ordinances; meeting with stakeholders regarding construction requirements; reviewing management systems; selecting, training, and evaluating inspection personnel; participating in budget development and administration; providing staff assistance to the Building Official; coordinating departmental activities; attending professional meetings; performing building code inspection duties as needed; performing related duties; and maintaining certifications and licenses.

Requirements

  • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in architecture, civil engineering, public administration or a related field
  • Five years of responsible building inspection experience including one year of administrative and/or lead supervisory experience.
  • Must possess a valid South Carolina or Georgia driver’s license.
  • Must be certified as a Building Official by the International Code Council, or have the ability to obtain certification within the provisional time limits specified by state law.
  • Must be eligible to be licensed as a Building Official or Provisional Building Official by the South Carolina Department of Labor, Licensing and Regulation.
  • Must possess or obtain specified, varying certifications issued by the International Code Council and the State of South Carolina.
  • Knowledge of operational characteristics, services and activities of a governmental building code enforcement program.
  • Knowledge of all building, plumbing, mechanical, and electrical, energy, and fire codes as adopted by the State of South Carolina and Aiken County.
  • Knowledge of the principles and practices of construction plan review and approval.
  • Knowledge of methods and techniques of building inspection.
  • Knowledge of automated permit tracking and workflow systems.
  • Knowledge of principles of supervision, training and performance evaluation.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Ability to supervise, direct and coordinate the work of Department staff.
  • Ability to select, supervise, train and evaluate staff.
  • Ability to read and interpret engineering and architectural drawings, plans and specifications.
  • Ability to interpret and explain County building inspection policies and procedures.
  • Ability to prepare clear and concise reports.
  • Ability to provide technical review of draft legislation affecting the county’s building inspection program.
  • Ability to resolve building plan review and inspection-related problems with staff and the public.
  • Ability to understand and implement concepts of automated permit tracking and workflow systems.
  • Ability to adapt to changing technologies and learn the functionality of new equipment and systems.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted during the course of work.

Responsibilities

  • Coordinate the organization, staffing, and operational activities for commercial, residential, and industrial inspections.
  • Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate supervisory staff; implement improvements.
  • Direct, coordinate and review the work plan for all building inspection services and activities; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Review construction plans, drawings, and specifications to ascertain compliance with building codes.
  • Oversee field inspections of complicated or highly technical situations.
  • Ensure consistent and appropriate interpretation of the building codes and County ordinances.
  • Meet with architects, engineers, contractors, and property owners regarding construction requirements and code compliance.
  • Review, analyze, and evaluate management systems and procedures; develop program procedures and procedural manuals.
  • Select, train, motivate and evaluate inspection personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures as appropriate and necessary.
  • Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Provide staff assistance to the Building Official; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate Department activities with those of other divisions and outside agencies and organizations.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building and zoning code enforcement.
  • Perform residential, commercial, and industrial building code inspection duties as workload volume and staffing levels require.
  • Perform related duties as required.
  • Maintain all certifications and licenses as required by State law.
