About The Position

This position is responsible to perform work to support administration of the Connecticut State Building Code and other codes referenced in the Building Code. The Deputy Building Official supports the Building Official in reviewing, interpreting and enforcing applicable laws, ordinances and regulations. The position involves a thorough knowledge of the Connecticut State Building Code and other codes referenced in the Connecticut State Building Code. Due to the nature of this department, customer service skills need to be exercised with the public.

Requirements

  • The Deputy Building Official shall have the qualifications and be certified under the provisions of the Connecticut General Statutes, Section 29-262.
  • Knowledge of building, electrical, plumbing, mechanical and general constructions codes used in Connecticut.
  • Knowledge of legal procedures involved in the enforcement of building codes.
  • Knowledge of engineering as applied to the design of reinforced concrete, steel and similar structures.
  • Knowledge of fire prevention practices, accepted requirements for safe exit facilities and other essential and mandatory safety requirements.
  • Skill in applying knowledge of all applicable building codes.
  • Ability to enforce applicable codes and Town ordinances with firmness and tact.
  • Considerable ability to exercise discretion in handling confidential information.
  • Ability to read and interpret complex plans, specifications and blueprints.
  • Ability to use measuring equipment, tape measures, levels, laser levels and electrical testing equipment.
  • Familiarity with the functions, operations, policies, practices and terminology within a municipal building department.
  • Proficient computer knowledge and experience working in Microsoft office suite products.
  • Ability to operate a multi-line telephone system.
  • Ability to compose letters and memoranda with detail and accuracy.
  • Ability to make decisions independently in accordance with policies and regulations.
  • Ability to maintain accurate records within the departmental software.
  • Manage duties independently during high-volume times throughout the day.
  • Knowledge of, or the ability to learn, permitting software and data management including Geographic Information Systems (GIS).
  • High school diploma or equivalent
  • Licensed as a Building Official or Assistant Building Official
  • Four (4) years of employment in total charge of building construction; OR Two (2) years of college or university study in engineering or design or any equivalent combination of training and experience that provides the requisite knowledge, skills and abilities.
  • A valid Connecticut State driver’s license.
  • Building Official or Assistant Building Official License.

Responsibilities

  • Under the general supervision of the Building Official, assists in administering the Building Code including permitting, enforcement and inspections.
  • Performs inspections throughout the construction of residential, commercial and industrial projects and ensures the project conforms with codes and regulations.
  • Assigns work to and/or supervises Assistant Building Officials, Inspectors and Administrative staff in the Building Official’s absence.
  • Performs reviews of building permit applications for code compliance, including related constructions plans, documentation and evaluates construction costs.
  • Provides timely action on permit applications for permit issuance.
  • Participates in reviews and consultations with Town Departments concerning major building projects.
  • In the absence of the Building Official, advises or assists in advising Boards, Commissions and Building Committees on code requires for Town projects.
  • Reviews and interprets code provisions with architects, engineers, contractors and with the general public.
  • Educates contractors and the public on permit requirements, codes and licensing requirements.
  • Issues Building and Demolition Permits, Certificates of Occupancy or Approval.
  • Evaluates and assures compliance with codes and/or standards with various test results, such as special inspection reports and Geotechnical reports, to assure compliance with the state building code.
  • Responds to and investigates complaints of code violations. Manages enforcement actions by issuing verbal and written orders and determines the proper requirements to address code compliance issues arising from unpermitted or after-the-fact work completed.
  • In the absence of the Building Official, is the contact for emergency calls from dispatch when applicable building related emergencies arise, whether during or outside of regular business hours.
  • Maintains permit records and digital records for the Building Department.
  • Collects payment via check, cash or credit card and records into departmental software for Building permit fees and State of CT Educational fee that are required for issuance of approved permit applications.
  • Creates permit and receipt in departmental software for applicant.
  • Prepares plan review letters and provides required inspections for projects.
  • Utilizes town issued cellular phone and tablets while in field to coordinate work with customers and staff and uploads inspections and related reporting in real time for efficiency purposes.
  • Enters required data into departmental software/databases/programs.
  • Files and scans all correspondence as required and needed.
  • Receives and responds to phone inquiries, voicemails and emails.
  • Compiles data from various sources.
  • Attends training programs and reads technical reports to keep informed on changes in codes and applicable laws and regulations.
  • Regular attendance is a requirement of this position.
  • Other duties as assigned by Building Official.
