Must be authorized to work in the United States on a full-time basis for any employer without sponsorship. The Campus Deputy Building Official reports to the University of Texas at Austin Building Official within the Office of Building Compliance. The Building Official roles and responsibilities are specified in Handbook of Operating Procedures 8-1130: Oversight of Campus Construction and Building Occupancy. The Building Official is the Authority Having Jurisdiction for building codes or associated regulations that are not already administered by another campus group, and provides code review and interpretation for construction projects ensuring code requirements and Design and Construction Standards are met. The Deputy Building Official will perform the duties of the Building Official when the Building Official is not available. The Deputy Building Official shall lead and manage the team of code inspectors and develop and maintain the inspection processes required for issuing certificates of occupancy for construction projects.

Requirements

  • Bachelor's degree from an ABET-accredited Engineering program, NAAB-accredited Architecture program, accredited Project Management or Construction Management program, or related field.
  • Professional Engineering license or Architecture registration in the state of Texas, or be able to obtain a license in the state of Texas within 6 months. For applicants that have a degree in project management or construction management, provide International Code Council certifications or be able to obtain certifications within 6 months
  • Minimum of three (3) years in supervisory, team leader, or management of project team.
  • Minimum of five (5) years relative work experience supporting construction projects of various sizes.
  • Minimum of five (5) years working on higher education or hospital campus projects.
  • Demonstrated willingness and ability to develop knowledge of University of Texas at Austin regulations and mandates, and other state and federal regulatory policies.
  • Demonstrated ability to manage multiple large and small assignments and tasks in a complex university environment.
  • Working knowledge of construction industry, design and construction contract documents, and construction management software.
  • Excellent written and oral communication skills and the ability to build rapport with key University administrators, licensed design and construction professionals, and members of the University community.
  • Advanced proficiency in Microsoft Excel, Microsoft, PowerPoint, Outlook, and Project software applications.
  • Demonstrated ability to work effectively within a team environment.

Nice To Haves

  • Master’s degree in architecture, Engineering, Construction Services or Project Management.
  • Certifications provided by ICC, LEED, CEFP, PMP, or similar.
  • Minimum of five (5) years in supervisory, team lead, or management of project team.
  • Minimum of five (5) years performing building code inspections on large construction projects.
  • Minimum of ten (10) years relative work experience supporting construction projects of various sizes.
  • Minimum of ten (10) years working on hospital campus projects.

Responsibilities

  • Building Inspections: Develops and manages code inspection programs for the construction and renovation projects at the University of Texas at Austin campus buildings as specified in applicable university policies and procedures. This includes direct management and supervision of code inspectors and oversight and selection of contracted code inspection services. The Deputy Building Official will oversee and manage program for code inspection reporting and the maintenance of code inspection documentation.
  • Permits and Certificates of Occupancy: This position shall assist the Building Official in the development and maintenance of a permit process including demolition permits, and permits for start of renovation, and new construction. This position will also assist the Building Official in the development and maintenance process for certificates of occupancy including temporary certificates and final certificates. Deputy Building Official will assume responsibilities for issuance of permits in Building Official's absence.
  • Team Development and Leadership - Mentor and manage team of construction code inspectors, fostering a collaborative and innovative team environment. Lead the hiring of staff, define performance expectations, provide regular feedback, and support professional growth through training and development opportunities.
  • Coordination with AHJs for Code Inspections: The Deputy Building Official is responsible for coordination with other UT reviewers and inspectors that provide code compliance on construction projects, including, but not limited to, Fire Prevention Services, Environmental Health and Safety, Utilities and Energy Management, Facilities Services, and Enterprise Technology.
  • License and Certifications: Ensure code inspection team maintains required licenses and certifications required for position. Develop training and development program for code inspection staff. Review and approve contracted inspectors based on required certifications and experience. Review and stay current on all applicable codes, federal and state statutes, regulatory requirements, and policy with regard to project and construction related items. Follow all University and departmental safety policies and procedures, take required safety and developmental training, and identify and report safety hazards. Perform work tasks in a safe manner, wear the proper personal protective equipment, and report near misses and incidents. Abide by departmental core values.
  • Performs other related functions as assigned. Understand OSHA Construction Safety requirements.
