About The Position

The Gloucester County Real Estate Assessment Department is currently seeking a Deputy Assessor to join its team. Under general supervision, the Deputy Assessor performs professional and technical real estate analysis and supervisory work for the Real Estate Assessment Department. Work involves supervising, assigning, and evaluating the activities of personnel engaged in appraising, analyzing, and maintaining the county-wide computer assisted mass appraisal system (CAMA) and departmental databases. Assists with establishing and maintaining guidelines necessary to produce accurate and equitable residential, commercial, agricultural, industrial, and tax-exempt property values throughout the County. Employee must exercise initiative and independent judgment in completing job duties. Employee must also exercise tact and courtesy in frequent contact with property owners, contractors, and the general public. Reports to the Assessor.

Requirements

Possession of a Bachelor’s degree in real estate, business administration, public administration, or a related field of study.
Five (5) years of real estate assessment and/or appraisal experience, including two (2) years of supervisory experience.
Experience administering a computer based CAMA system.
Experience with reporting software.
Possession of a valid driver’s license; possess and maintain a driving record that meets established Gloucester County Driving Standards.
Virginia Licensed/Certified Residential Real Estate Appraiser license or equivalent designation (RES, CAE)through national appraisal/assessment organization (IAAO) is required.
Completion of the following IAAO (International Association of Assessing Officers) courses is required within 2 years of employment in the position: Course 300 – Fundamentals of Mass Appraisal, Course 311 – Residential Modeling Concepts, Course 400 – Assessment Administration, Course 402 – Tax Policy, Or equivalent course(s) through other Virginia approved continuing education provider.
Must be available to work flexible hours and/or extended hours to meet deadlines and during extremely busy times.

Experience with ArcGIS Systems preferred.

Responsibilities

Supervises, coordinates, and reviews the activities of assigned personnel; provides guidance and training; resolves problems as non-routine situations arise; develops office procedures.
Assists with administrative responsibilities of the department including budget preparation, expenditure monitoring, etc.
Assists Assessor in establishing departmental goals and the management of staff to coordinate and implement guidelines and procedures to achieve the performance necessary to reach departmental and staff goals.
Assist with the administration and maintenance of the CAMA system, the LAN, and other related applications such as photographic digital imaging, mapping, sketching, and scanning.
Helps to establish and maintain guidelines necessary to produce accurate and equitable property values throughout the County.
Provides assistance with special projects by reviewing complex appraisals for errors and omissions.
Verifies and reviews all staff appraisals for accuracy, completeness, and compliance with all state and local regulations.
Responds to property owners regarding appraisals and meets with owners and/or attorneys to explain appraisals.
Investigates non-routine building and/or land problems relating to tangible personal property, Land Use, or appraised value discrepancies.
Assists Assessor in the production of the land book and change of assessment notices.
Serves as a resource to other departments to answer questions regarding use/manipulation of real estate data.
Monitors computer hardware and software needs and advises Assessor of necessary upgrades and replacements.
Assists the general public with real estate and personal property assessment problems; works to resolve customer problems.
Assumes responsibilities in the Assessor’s absence by responding to inquiries and resolving problems.
Performs other duties as assigned.
