The Departmental Program Officer manages or directs a program office in a department under the general direction of the department director and is responsible for the development of departmental policies and procedures pertaining to program planning, development, monitoring and evaluation activities. Provides leadership, increases program effectiveness, ensures compliance with State and Federal program laws, rules and regulations, monitors legislation and prepares testimonies, trains and develops subordinate staff, and performs other duties as required. This position is located in the Department of Business, Economic Development & Tourism (DBEDT), Office of the Director and is responsible for managing new and current regional economic development and State land use projects and programs. The duties and responsibilities of this position include overseeing the development and implementation of policies, standards, and strategies that address workforce development, infrastructure needs, and economic sustainability; conducting project management activities for the department's attached agencies and divisions, developing comprehensive strategic plans and ensuring programmatic efforts align with departmental objectives; cultivating partnerships with private sector, the community and government agencies to enhance the impact of departmental programs; and drafting legislative proposals, providing testimony, and contributing to the creation of statewide policies that advance the department's mission.
