About The Position

Take Pinellas County Emergency Management’s (EM) GIS implementation to the next level by playing a key role in integrating data solutions across a variety of EM programmatic areas to assist with analysis and strategic decision making. The ideal candidate will have the vision and skill to manage a solution from conception to final product. Bring good organizational skills and attention to detail while self-driven to learn, push new ideas, think creatively, and teach others. The department GIS Analyst will be working with our leading/world class Geographic Information Systems (GIS) system. This position performs technical work either configuring or maintaining department-specific data and applications, including but not limited to system integrations with: ArcGIS online, Portal, Hub Premium, Storymaps, Dashboards, Geoevents, GIS field applications, WebEOC geospatial data, MS SharePoint, our Ready Pinellas mobile app and Alert Pinellas notification system. Good project management and documentation skills are necessary as this position works closely with the County’s enterprise GIS team (eGIS) to complete development projects following proper governance workflows. Incumbent must have a forward-looking perspective for how GIS can support and inform decision making and stay up-to-date on evolving GIS technology changes. Training is another component of this position and the candidate must be comfortable conveying technical information to people of varying technical backgrounds. This position requires working both independently and collaboratively on a team and the ability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Requirements

  • Six (6) years of professional experience in the analysis and management of an information systems network’s administrative and operations requirements for GIS systems; or
  • Associate’s degree with coursework in computer and information science, information technology/computer graphics/ArcGIS, or related field and four (4) years of professional experience as described above; or
  • Bachelor’s degree and two (2) years professional experience as described above; or
  • Master’s or higher-level degree as described above. Bachelor’s degree and two (2) years professional experience as described above; or
  • An equivalent combination of education, training and/or experience.
  • Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Nice To Haves

  • Vision and skill to manage a solution from conception to final product.
  • Expertise with ArcGIS desktop (and/or ArcGIS Pro) and ArcGIS Online (and/or ArcGIS Enterprise).
  • Experience with ESRI Field and Web applications.
  • Familiarity with or experience in WebEOC ArcGIS online mapping integrations.
  • Proficiency with GIS to include data editing, analytics and geoprocessing tools, transfer and conversion processes, data formats, coordinate systems and data properties.
  • Knowledge of social media application data and their use in situational awareness mapping.
  • Knowledge with SQL and familiarity with the fundamental principles of relational databases.
  • Knowledge of ArcGIS Desktop\Pro, ArcSDE, Geoprocessing, GIS Map Services.
  • Knowledge of GIS data creation, conversion, ETL and backup.
  • Knowledge of ArcGIS for Server map services creation and maintenance.
  • Knowledge of map production and cartography.
  • Knowledge of thematic map creation and accurate cartographic representation.
  • Knowledge of geoprocessing scripting, preferably python.
  • Knowledge of project management, timelines and plan development.
  • Knowledge of standard office procedures and practices.
  • Skill with Geographic Information Systems.
  • Skill with database web application utilization.
  • Skill in verbal and written communication, and interpretation of unclear instructions or information.
  • Ability to establish and maintain effective working relationships with municipal, county, civic, state, federal, and other interested organizations.
  • Ability to perform spatial analysis and create maps with ArcGIS software.
  • Ability to provide GIS technical support to internal and external County clients.
  • Ability to use the ArcGIS suite of products for specific project delivery.
  • Ability to evaluate software and tools that will facilitate efficient GIS workflows and boost productivity.
  • Ability to work independently and in a collaborative team environment.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to work long shifts over extended periods of time during an emergency situation.
  • Ability to plan and complete projects within deadlines.

Responsibilities

  • Assists with map production using data sets maintained in an enterprise geodatabase.
  • Compiles and integrates cartographic data from a wide variety of sources for inclusion in map products.
  • Assists in the development and deployment of web mapping applications.
  • Supports end-users with all GIS mapping software, including desktop and browser.
  • Responds to technical questions from GIS users needing assistance and resolves problems.
  • Refers and discusses complex problems with supervisor or other designated contacts as appropriate.
  • Creates thematic and spatial maps for ArcGIS Desktop and ArcGIS Online/Portal.
  • Maintains feature classes and metadata within an enterprise geodatabase.
  • Develops and maintains Extraction, Transformation, and Loading processes of GIS data between separate Enterprise geodatabases and/or File geodatabases.
  • Interprets and performs complex spatial analysis on GIS data layers to produce maps and reports.
  • Provides training and support to GIS end users from department stakeholders to the Public.
  • Project management for application development.
  • Liasion and coordinate with local, state and federal agencies for disaster data and applications.
  • Liasion with County eGIS year round and during disasters.
  • GIS Unit leadership in the Planning Section during EOC activations.
  • Performs other related job duties as assigned.
