Departmental Analyst 9-12 (Data Reporting Analyst)
About The Position
The Michigan Department of Corrections (MDOC) is seeking a Departmental Analyst to function as a Senior Data Reporting Analyst or Data Reporting Analyst within the Projections and Policy Impacts (PPI) Section of the Office of Research and Planning Division. This role involves leading or being assigned to report teams responsible for the planning, analysis, design, development, testing, and implementation of complex legislative and custom ad-hoc reports. These reports often have multiple sections, draw from various data sources, and are highly visible to the Governor’s Office and the public. The Senior Data Reporting Analyst will review and approve staff recommendations for FOIA requests, ensuring the accuracy of research, documentation, and report outputs. Both roles require extensive knowledge of MDOC datasets, including exclusions, disclosures, definitions, and relevant administrative rules and laws that govern data usage. Requirements
- Possession of a bachelor's degree in any major.
- Departmental Analyst 9: No specific type or amount of experience required.
- Departmental Analyst 10: One year of professional experience.
- Departmental Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
- Departmental Analyst 12: Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
- Selective Position Requirement for Departmental Analyst 12: Minimum two years of experience developing queries from multiple tables and a variety of databases and analyzing the resulting data.
- Selective Position Requirement for Departmental Analyst 9-P11: Minimum one year of experience developing queries from multiple tables and a variety of databases and analyzing the resulting data.
- Alternate Education and Experience for Departmental Analyst 12: Completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
- Must attach a copy of official college transcripts indicating the specific type of degree earned and the conferred/graduation date.
- Must meet ethical standards of state government employment.
- May require a criminal history background check.

Responsibilities
- Lead various report teams and be responsible for the completion of required/requested reports (Senior Data Reporting Analyst).
- Be assigned to multiple teams and responsible for all tasks assigned to produce complex legislative and custom ad-hoc reports (Data Reporting Analyst).
- Perform planning and analysis, design and development, testing, and implementation for complex reports.
- Produce reports with multiple sections and multiple data sources that have high visibility.
- Review and approve staff recommendations related to FOIA requests, including research results, documentation, and report results (Senior Data Reporting Analyst).
- Complete research and make recommendations/draft documentation related to FOIA requests (Data Reporting Analyst).
- Ensure accuracy of documentation and translation of requests to report outputs (Senior Data Reporting Analyst).
- Document information supporting report accuracy and complete initial translations of reports for review (Data Reporting Analyst).
- Develop expertise in MDOC datasets, including exclusions, disclosures, and definitions.
- Gain knowledge in administrative rules and laws that restrict certain identifiable data from report outputs.
