About The Position

MITRE Technology & Engineering's Modeling and Analysis (M&A) Technical Division seeks an organizational leader to serve as the Department Manager, Operations Analysis. This department delivers innovative solutions and brings a multidisciplinary approach to sponsor challenges that are critical to national security and public sector missions. The work involves researching, developing, and applying advanced technologies in operations analysis. The successful candidate will be a proven organizational leader demonstrating technical excellence in these fields, inspirational leadership, creativity, and flexibility to work across evolving and diverse problem sets. The Department Manager is responsible for cohering and leading this department in creating innovative and disruptive solutions in the public interest, while cultivating world-class technical capabilities and workforce in the broad area of Operations Analysis. This role involves a range of technical, business, and talent development activities. Technical capabilities and expertise include operations research, optimization, predictive modeling and forecasting, and courses of action analysis, among others. Critical to this role is the advancement of these disciplines using Artificial Intelligence and integrating Operations Analysis within the wider capability of Modeling, Simulation & Human-in-the Loop Experimentation and other capabilities supported by Operations Analysis. The Department Manager is a key member of the M&A Division Senior Leadership team and is expected to collaborate across the division and across MITRE’s FFRDC work programs. The Department Manager will also provide individual, senior principal technical support directly to MITRE’s work programs, with time spent on direct sponsor contributions focused on technical leadership within the department's capabilities.

Requirements

  • Business/managerial experience and recognition, combined with broad technical expertise in operations analysis, modeling and simulation, operations research, optimization, and/or mission engineering analysis.
  • Minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.
  • Active Top Secret clearance.
  • Ability to obtain and maintain Top Secret/SCI clearance.
  • Demonstrated ability to plan, develop, and oversee a portion of the Division’s strategic mission outcomes.
  • Demonstration of mission knowledge and technical domain expertise.
  • Demonstrated ability to effectively communicate, collaborate, and develop close, trusted advisor relationships with sponsors, internal stakeholders, and business-area counterparts.
  • Successful experience driving delivery of strategic outcomes through effective work program execution.
  • Demonstrated ability to build and sustain a high-performing workforce by hiring for needed skills, coaching and developing staff, and monitoring staff engagement and performance.
  • Experience advocating for staff and capabilities to exert meaningful influence over strategic decisions in complex, multi-stakeholder, collaborative environments.
  • Excellent written and verbal communication skills; ability to articulate challenging technical concepts to both non-expert and expert audiences.
  • Mentoring experience, whether formal or informal roles, across the range of staff experience levels.
  • Demonstrated proficiency in both virtual and live presentations of complex technical issues.

Nice To Haves

  • MS or advanced degrees in Mathematics, Operations Research, Systems Engineering, Computer Science or similar field.
  • 10+ years of experience applying modeling, simulation, and analysis (MS&A) to complex, real-world mission problems (e.g., contested logistics, infrastructure, military operations, strategic competition).
  • Experience creating, articulating, and motivating transformative technical concepts that deliver practical outcomes in complex operational environments.
  • Demonstrated track record building strong internal and external partnerships.
  • Active Top Secret/SCI clearance.

Responsibilities

  • Drive department strategy aligned with MITRE’s S&T, Division technical strategies and the needs communicated by the FFRDCs.
  • Advance the department’s technical capabilities and ensuring the technical quality and integrity of the department’s work products.
  • Provide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.
  • Partner with FFRDC work programs and Project Leaders to shape, grow, and deliver impactful work by delivering high-quality technical capabilities and staff.
  • Optimize allocation and utilization of technical talent to maximize impact across FFRDCs.
  • Hire, onboard and develop technical staff, to include cultivating formal and informal training and growth opportunities.
  • Regularly solicit and deliver constructive feedback and developmental support to staff through partnership with Project Leaders.
  • Manage performance in partnership with HR, ensuring fairness in performance and compensation decisions.
  • Monitor staff engagement and work with Project Leaders to ensure all staff are appropriately assigned to projects and fully planned.
  • Develop and maintain trusted working relationships with Project Leaders across MITRE Business divisions to develop deep understanding of mission challenges and current and future staffing needs.
  • Regularly engage to understand work program priorities and strategic shifts.
  • Monitor satisfaction of department staff delivery to MITRE Business divisions.
  • Lead partnerships with industry, academia, and professional organizations (e.g., MORS) to accelerate innovation and technology transition.
  • Manage the department’s budget and resources.
  • Collaborate with Divisions and Centers to leverage related activities, use of shared resources, and re-use of existing products and lab assets.
  • Promote and foster a culture of innovation and integrity within the department, in alignment with MITRE’s code of ethics, conduct, and values.
  • Provide individual, senior principal technical support directly to MITRE’s work programs, with time spent on direct sponsor contributions focused on technical leadership within the department's capabilities.
