Allegis Group•Hanover, MD

About The Position

The Delivery Manager (DM) is accountable for planning, leading, organizing, and motivating teams to deliver products and services for the Front Office Applications portfolio with exceptional business value, quality, schedule performance, and budget control. The portfolio supports Allegis Group’s revenue-generating processes, including pipeline, sales, recruitment, screening, matching, selection, and talent engagement. It includes the Connected Platform, a large customized Salesforce environment integrated with Back Office, Middle Office, Contract Lifecycle Management, and Enterprise Data applications, as well as full-stack custom applications such as the matching engine and other business-critical services. The products serve external users, including talent and candidates, recruiters, clients, and sellers. The role leads delivery across two Salesforce models: configuration and extension of standard Salesforce CRM capability for client and seller experiences, and product engineering for custom talent and recruiter applications built on the Salesforce platform. The DM leads through Information Services Managers, technical leads, and partner delivery leads, overseeing approximately 50 to 75 employees, contractors, and offshore partner resources. The position owns an annual portfolio budget of approximately $10 million to $15 million and is accountable for forecast accuracy and financial performance. The DM is responsible for end-to-end delivery commitments, including scope, dependencies, quality, schedule, and cost, and is expected to identify issues early and present credible options and plans. The role leads large, complex enterprise initiatives involving multiple Agile teams and cross-team integration, while coaching teams on appropriate people, processes, and tools and supporting continual improvement. It spans the full software development lifecycle, from requirements and design through build, test, release, hypercare, and ongoing enhancement. Required in-office presence is at least four days per week.

Requirements

  • Bachelor's degree in Information Systems, Computer Science, or equivalent; an advanced degree is desirable.
  • At least 10 years of Information Technology experience.
  • At least 5 years of leadership experience.
  • Experience training and mentoring others.
  • Demonstrated accountability for delivery outcomes on large, complex enterprise initiatives, not solely people management.
  • Experience managing a large-scale annual technology budget.
  • Experience leading blended delivery organizations spanning full-time employees, contractors, and offshore implementation partners.
  • Significant experience delivering on the Salesforce platform in a large enterprise environment.
  • Experience leading full-stack application development; platform experience alone is not sufficient.
  • Experience with large enterprise systems and CRM platforms.
  • Experience establishing front-office processes, providing education and tools, and leading change management to achieve adoption.
  • Experience managing delivery across multiple concurrent initiatives with competing priorities and shared resources.
  • Experience delivering on Salesforce in a large, complex enterprise environment, including configured CRM capability and custom applications built on the platform.
  • Experience leading custom product engineering on a PaaS model, not solely configuration and administration of packaged CRM.
  • Experience operating a SaaS release model, including seasonal platform releases, feature opt-in decisions, regression impact assessment, and business readiness.
  • Track record of making deliberate configuration-versus-custom decisions and managing resulting customization debt.
  • Experience managing systems integration partners on platform implementation and product delivery, including commercial governance and knowledge retention.
  • Technical depth to engage credibly with engineers and architects, interrogate estimates and designs, and identify unrealistic plans.
  • Ability to build high-performing teams and develop leaders, address underperformance constructively, and encourage versatility without sacrificing depth or accountability.
  • Ability to collaborate across local and global organizations and lead inclusively across cultures and time zones.
  • Strong understanding of business needs and ability to build and maintain customer trust and confidence.
  • Ability to translate and communicate complex concepts to peers and business partners.
  • Proficiency across product and project delivery lifecycles; strong analytical, problem-solving, written, and verbal communication skills.
  • Strong technical project management and leadership skills, including planning, organizing, and steering activities.
  • Strong financial acumen and a sense of shareholder responsibility.
  • Ability to apply a platform mindset, choosing standard capability where appropriate and investing in engineering where product needs justify it.
  • Ability to manage customization debt and explain the compounding cost of extensions across platform releases.
  • Product sensibility and commitment to the experience of external talent, clients, recruiters, and sellers.
  • Comfort leading ambiguous, new, and transformational products where requirements and delivery paths may evolve.

Nice To Haves

  • Advanced degree.

  • Plan against the Salesforce roadmap, including upcoming features, deprecations, and end-of-life timelines; manage platform limits, data volume, API consumption, storage, environments, packaging, and deployments.
  • Own delivery of security, sharing, and access design in partnership with the Platform Architect and Information Security, and maintain integration integrity with Back Office, Middle Office, CLM, and Enterprise Data applications.

  • Develop leadership capability through coaching, delegation, feedback, succession planning, and identification of resource and skills gaps.
  • Shape team design and capacity allocation across product areas, including platform, full-stack, and AI engineering capabilities; lead workforce transformation in response to AI-assisted engineering.
  • Build an innovative, versatile, and sustainable team environment with clear expectations and accountability for delivery quality and speed.
  • Lead delivery of AI and agentic capabilities across sourcing, screening, matching, candidate engagement, and sales activity, using Salesforce, custom, and third-party solutions.
  • Build AI engineering capability through hiring, upskilling, and role redesign; apply AI-assisted development tools and measure their impact on throughput, code quality, and documentation.
  • Ensure AI delivery follows enterprise policies and standards, architectural direction, approved tools and models, use-case registration, and responsible AI controls; manage inference and token costs within the portfolio budget.
  • Lead concurrent, high-visibility products, projects, and services using Agile methods and appropriate traditional project management practices across enterprise initiatives.
  • Ensure delivery conforms to architectural standards and platform direction; escalate when constraints make a standard impractical.
  • Own production readiness and transition to support, including monitoring, runbooks, documentation, and an agreed support model.
  • Balance new capability delivery with platform health, defect remediation, technical debt, and maintenance; manage offshore and partner delivery against quality, velocity, and knowledge-retention outcomes.

  • Build and sustain automated regression coverage for CRM configuration and custom talent and recruiter applications; improve automation coverage, execution time, and reliability.
  • Establish shift-left quality practices, including unit and integration testing, static analysis, peer review, and defect root-cause analysis.
  • Ensure quality covers external-user experience, including performance, mobile and cross-browser behavior, accessibility, and resilience of candidate- and client-facing flows.
  • Own test-data management and masking for environments containing candidate, client, and personally identifiable data.
  • Coordinate structured and resourced user acceptance testing with talent acquisition, recruiting, engagement, sales, and operating-company stakeholders.
  • Establish quality evaluation and monitoring for AI-enabled features, including defined accuracy and behavior criteria and human-in-the-loop checkpoints.
  • Track and report quality metrics, including defect escape rate, severity, automation coverage, regression cycle time, and post-release stability.
  • Build strong partnerships with Product, operating-company, and business stakeholders; translate priorities into deliverable plans and set realistic expectations.
  • Validate experiences with talent, clients, recruiters, and sellers; develop fluency in front-office business processes and constructively challenge requirements.

  • Build and execute succession plans for managers and technical leads, including development of leadership capability in offshore locations.
  • Build the annual budget and monthly and quarterly forecasts; monitor actuals against forecast, correct variances, and provide early visibility into financial pressures or opportunities.
