About The Position

The Data, Reporting, and Systems Lead provides senior-level technical assistance and subject matter expertise to support data collection, reporting, and data quality for participants in a large, state‑administered rural health initiative. This role focuses on helping partner organizations understand reporting requirements, use standardized tools effectively, and produce accurate, timely, and compliant performance and financial data aligned with state and federal expectations. The Data Lead works closely with rural and community-based organizations with varying levels of data capacity, translating complex reporting requirements into practical guidance and supporting consistent, high‑quality data practices across diverse settings.

Requirements

  • Master’s degree or higher in biostatistics, epidemiology, health informatics, public health, data science, or a closely related field.
  • At least five (5) years of experience supporting complex, multi-source health data programs at the state or federal level.
  • Demonstrated experience with state and federal reporting requirements, including performance and financial reporting.
  • Experience analyzing public health or grant‑funded program data to identify trends, data quality issues, and performance insights.
  • Advanced proficiency in one or more data analysis or reporting tools (e.g., Excel, Tableau, Power BI, SAS, SPSS, R, or Python).
  • Proven experience training and providing technical assistance to non‑technical staff, including staff at rural or community-based health organizations.
  • Experience supporting data governance, validation processes, and compliance documentation in public-sector or grant‑funded environments.
  • Availability during standard business hours to support partners and client needs.
  • Participation in client meetings and coordination activities, as required.

Nice To Haves

  • Seven (7) or more years of experience supporting state or federally funded health programs.
  • Experience working with Medicaid programs, rural health systems, safety‑net providers, or organizations serving underserved populations.
  • Experience supporting technical assistance or capacity‑building initiatives.
  • Familiarity with compliance-driven and audit-visible environments.
  • Based in or near a state health agency hub or capital region.

Responsibilities

  • Provide individualized and group technical assistance to partner organizations on data collection, reporting requirements, and performance measurement.
  • Train and support programmatic and financial staff on data entry, validation, error correction, and required state and federal reporting processes (e.g., performance reporting, federal financial reporting).
  • Develop and deliver clear, practical trainings, guidance documents, and job aids tailored to non‑technical audiences and rural health environments.
  • Support consistent implementation of standardized data collection templates, definitions, and reporting tools used across the initiative.
  • Guide partner organizations in establishing internal data workflows and quality assurance practices that promote accuracy, completeness, and timeliness.
  • Review submitted data for trends or potential quality issues and provide actionable feedback to support continuous improvement.
  • Serve as a subject matter resource on state and federal reporting requirements applicable to publicly funded health programs.
  • Assist partner organizations in preparing compliant, audit‑ready documentation related to data and reporting activities.
  • Identify emerging data-related risks and coordinate with program leadership to address issues proactively.
  • Collaborate with program leadership and technical assistance team members to ensure data-related support is integrated across all workstreams and regions.
  • Stay current on changes to reporting requirements and update guidance, training materials, and support resources accordingly.
