About The Position

The Data Enablement Operations Analyst will be part of the data enablement practice, working closely with the Enablement Principal to execute the strategy for how departments adopt and use the platform. This role involves working within partner departments to understand their workflows, assist them in becoming productive on the platform, and relay learnings back to the team. The analyst will also be responsible for automating repetitive workflows to allow the team to focus on supporting departments. The position is a Permanent Exempt (PEX) Full Time role, excluded from the competitive civil service examination process, serving at the discretion of the appointment officer. The anticipated duration is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36 months. The Office of the City Administrator includes over 20 agencies and more than 1,000 staff dedicated to providing essential services, improving government administration, ensuring efficient and effective services, increasing safety and resiliency, strengthening the local economy, supporting equity and inclusion, and optimizing capital planning and infrastructure. DataSF's mission is to transform how San Francisco works with data, believing that data can improve transparency, resident engagement, and government performance. DataSF runs the City’s open data program and the Unified Data Platform (UDP), supporting citywide priorities such as permitting, street coordination, and public safety.

Requirements

  • An associate degree in business administration, public administration, information systems, economics, finance, computer science, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
  • One (1) year in the information systems field, including technical support, content management, administration of network applications, system analysis, or service design.
  • One year of additional experience as described above may be substituted for the required degree.
  • Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Nice To Haves

  • Experience running a service, program, or operations or customer‑success function, with a track record of keeping work moving independently.
  • Strong written communication skills and a habit of following up proactively.
  • Ability to quickly learn new tools and identify more efficient ways to complete work, then share those improvements with others.
  • Familiarity with Asana, Airtable, SharePoint, or similar workflow and collaboration tools.
  • Comfort with low‑code or automation tools; coding experience is not required but is a plus.
  • Experience working in or with government organizations is helpful but not required

Responsibilities

  • Manage intake for the enablement practice: triage incoming requests using our service tiers, keep departments informed about status, and ensure every request has a clear owner.
  • Onboard departments to the UDP from first conversation through active use. This includes coordinating agreements, processing access requests, leading kickoff and follow-up, and spending time with analysts during their first weeks on the platform.
  • Support our governance processes by coordinating data‑sharing agreements and keeping the citywide dataset and enterprise system inventories accurate, current, and published.
  • Build self‑service guides and documentation so the most frequent questions are answered before anyone needs to submit a request.
  • Coordinate our training program: schedule cohorts, track attendance, and collect feedback that shapes what and how we teach.
  • Improve the operation itself by identifying manual, repetitive steps and creating automation that replaces them.
