About The Position

ABCD Family Planning (FP) is a program of Action for Boston Community Development, a citywide anti-poverty program established in 1962. ABCD FP provides comprehensive family planning services and prevention education and counseling through a network of clinical sites based in the neighborhood health centers and other primary care sites throughout Boston. ABCD FP also offers community education and a professional training institute in the areas of reproductive health and sexuality. Under the supervision of the family Planning Program Manager the Data and Billing Coordinator is responsible for third party billing and the overall data management aspects for the ABCD Family Planning Partnership. This is an integral role in the program which serves as a liaison between the family planning team, sub recipient agencies and outside vendors for both data management and third party billing. This position supports the 340B pharmacy program by maintaining accurate and complete records for billing and conducting QA activities. Responsibilities will be to assist funded sites with electronic data submission and quality assurance of family planning data. The Data and Billing Coordinator is responsible for data collection, entry, management, analysis, and reporting. This position uses a strong understanding of statistics to analyze and present data for reporting, as well as program analysis and improvement purposes, aimed at various audiences.

Requirements

  • Minimum of a Bachelor’s Degree in Human Service Administration, Public Health, or related field.
  • 1-3 years of relevant experience required.
  • Ability to maintain confidentiality at all times.
  • Experience working with clinical data and have an understanding of report formatting and data dissemination and presentations.
  • Problem solver with intellectual curiosity, strong analytical and problem solving skills.
  • Ability to work well under pressure and with constantly shifting priorities.
  • Ability to use data to identify gaps in quality and population health needs.
  • Advanced proficiencies with Microsoft Office applications including Outlook, Word, Excel and PowerPoint to present data to different audiences.
  • Strong organizational skills with ability to prioritize projects, work relatively independently, manage multiple tasks, and meet deadlines.
  • Ability to work independently while committed to a team effort to achieve overall goals of the program.
  • Demonstrated experience and strong commitment to serving people in poverty, with diverse racial, social, economic, and sexual identities.
  • Willingness and ability to work independently as well as a member of a team.
  • Ability to complete tasks, on time, with minimal supervision.

Responsibilities

  • Coordinating data management, analyzing, compiling, and validating crucial family planning data.
  • Ongoing monitoring of data submissions by sub-recipients.
  • Managing monthly technical assistance meetings with sub-recipients.
  • Onboarding and education and training to sub-recipients.
  • Developing and implementing data collection systems and other strategies that optimize the statistical efficiency and quality.
  • Perform in-depth and frequent ad-hoc analysis to analyze the trends and create data visualizations using Excel; create advanced ad-hoc reports and dashboards.
  • Document data management tasks and progress; maintain and update all documentation for projects including developing data dictionaries, annotated data entry forms, data management plans and manuals of operation.
  • Audits validity of data in the system through running other reports, checking against trends, and other specified mechanisms.
  • Assist with design and development of effective data collection forms.
  • Participate in regional data committee meetings.
  • Participates in staff meetings to improve strategic use of data as requested.
  • Communicate findings effectively using various methods with ABCD staff and sites.
  • Monitor and prepare reports on utilization of delivery site progress toward stated goals at least quarterly. Responsible for developing corrective action plans if utilization is below the expected threshold.
  • Create monthly reports for utilization and data quality checks; assist with programming for statistical analyses required for abstracts, manuscripts, and presentations.
  • Prepare data reports for federal and state reporting requirements. Generate data reports and projections for grants as needed.
  • Provide oversight for data uploads, error rates, and data reporting. Ensure that all online and exported Family Planning Encounter Records (FPERs) are received from the delivery sites and accurately edited for quality assurance on a continuing basis.
  • Comply with all measures for patient confidentiality and security of electronic information.
  • Responds to requests for data by determining funder needs, collecting, organizing, and analyzing data, and providing accurate and complete reports and information.
  • Coordinate and carry out unit rate billing for the ABCD Family Planning Program.
  • Review editing of all billing data for completeness and accuracy, and prepare one line reports.
  • Maintain communication with ABCD central office on all aspects of department billing system needs.
  • Provide technical assistance and administrative training for ABCD central and delivery site staff on client visit billing, 340B contraceptive supplies and data collection systems.
  • Conduct quality assurance activities through delivery site administrative and billing reviews to ensure compliance with state, federal, pharmacy and billing regulations.
  • Monitor the 340B use by service sites including maintaining accurate records of addresses, provider NPIs, and recertification. Conduct regular audits to ensure 340B compliance.
  • Assist with the development of administrative policies, protocols, and training materials.
  • Responsible for Family Planning Program’s compliance with Health Information Portability and Accountability Act “HIPAA” in regards to clinical and billing Family Planning Encounter Records (FPER) data.
  • Represent ABCD Family Planning data interests on federal and state policy committees.
  • Perform other related duties as assigned from time to time.
