Data Analyst (Program Reporting and Evaluation)

About The Position

BLH Technologies, Inc., is seeking a Data Analyst to support a federal contract with the U.S. Department of Health and Human Services (HHS). The Data Analyst will work closely with program staff, technical assistance teams, and federal stakeholders to collect, analyze, and report on data across multiple grant programs to assess performance, inform decision-making, and support federal reporting requirements. This position requires strong analytical skills, experience with federal reporting processes, and the ability to translate data into actionable insights that improve program outcomes.

Requirements

  • Experience with data collection, analysis, and reporting in a federal or grant-funded environment
  • Experience analyzing program performance data and producing reports or evaluations
  • Familiarity with federal reporting tools and systems (e.g., PPR, OLDC, GrantSolutions, or similar)
  • Experience supporting or contributing to Reports to Congress or similar formal reporting
  • Experience with quantitative and qualitative data analysis methods
  • Strong analytical, problem-solving, and critical thinking skills
  • Strong written and verbal communication skills, including ability to present data clearly to stakeholders
  • Experience collaborating with federal staff and cross-functional teams

Responsibilities

  • Analyze program and grant recipient data to assess performance, trends, and outcomes.
  • Support preparation of Reports to Congress and other program performance reports.
  • Assist in data collection, validation, and quality assurance processes.
  • Support HHS in reviewing and analyzing recipient Performance Progress Reports (PPRs) and other reporting data.
  • Develop data summaries, dashboards, and visualizations to support program management and decision-making.
  • Conduct quantitative and qualitative analysis to inform program improvements and technical assistance strategies.
  • Support Paperwork Reduction Act (PRA) clearance activities, including development of data collection instruments.
  • Collaborate with program staff and system specialists to ensure data systems meet program needs.
  • Assist in identifying program risks, gaps, and opportunities through data-driven analysis.
  • Contribute to development of reports, briefings, and written products summarizing findings and recommendations.
