About The Position

This position supports the monthly report mandated by HB 25-1146, which includes information on "youth awaiting mitigating services" and the use of "emergency beds" statewide. The role involves creating processes for accurate and timely data submissions for this public report, presenting the information, and making policy recommendations. The position will also assist in managing the legislatively mandated “Juvenile Placement and Cost Survey.”

Requirements

  • Seven (7) years of relevant experience in an occupation related to the work assigned to this position OR A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.

Responsibilities

  • Supports legislative bill requirements of reporting monthly an aggregated report of the status of all youth who are in detention and who are awaiting services that would mitigate the substantial risk of harm to others that are presented by the juvenile or the juvenile’s risk of flight from prosecution, and the number of emergency beds used by each judicial district or facility.
  • Serves as the primary point of contact and Staff Authority for oversight and management of Public Reporting.
  • Develops, maintains, and presents Public Reports to the Senior Executive Team (SET), Residential and Reintegration Services (RRS) leadership, and Division of Youth Services (DYS) leadership.
  • Evaluates all internal findings and concerns, and creates a process for areas for improvement.
  • Creates and maintains a central, easy-to-use system to store relevant reporting documentation and project-related resources; ensures reporting documentation is updated as needed and is available to stakeholders immediately upon request.
  • Develops frameworks, processes, and guidance to support staff in documenting decisions and ensuring that reporting program processes are verifiable and replicable.
  • Uses continuous improvement practices to assess process effectiveness and efficiency; recommends improvements to Public Reporting processes and procedures.
  • Influences stakeholders in policy or statutory modifications.
  • Works closely with a group of Analyst IVs and Vs within Residential and Reintegration Services and the Office of Children, Aging and Community Services, who complete the Limit the Detention of Juveniles report.
  • Assists in the oversight of the Juvenile Placement Survey and Cost Analysis created in HB 25-1146.
  • Provides support for the contract, budget, and direction of this survey.
  • Identifies subpopulations of youth in detention that are impacted by gaps in placements and services, analyzes these subpopulations, and makes recommendations for improving gaps.
  • Collects, cleans, and analyzes data for legislatively mandated reports.
  • Works with the Training and Detention Bed Coordinator to coordinate data collection regarding the usage of emergency beds and updating the emergency bed tracker.
  • Maintains and trains on the Detention Bed Utilization Tracking Sheet (DBUTS) that collects data from local programs and informs these monthly reports and annual Limit the Detention of Juveniles reports.
  • Establishes protocols for system access and audits user credentials to ensure statewide compliance with security and data privacy standards.
  • Facilitates the Courts' data access for local CYDC programs.
  • Maintains a record of Trails and Courts users across the state for CYDC local programs.
  • Performs assigned tasks and duties within the scope of practice for this position that do not fall within the realm of the previously mentioned duties.
