About The Position

The Cultural Services Operations Specialist performs work in support of the assigned department and its divisions. The primary responsibility is to carry out a wide variety of activities relating to organizing, coordinating, and implementing projects at the direction of the director or designee. Projects include conducting budget-related work which may include developing cost, impact, labor, feasibility, and management studies and surveys as assigned. By assignment, duties of the Operations Specialist may also include office management, purchasing coordination, and project management. The Operations Specialist reports to the Department Director or a designated Department Supervisor.

Requirements

  • Any combination of training, education, and experience equivalent to graduation from high school or GED, supplemented by coursework in business or public administration, modern office techniques, or related courses.
  • Knowledge of leadership principles, team skills, and communicative techniques.
  • Knowledge of methods, principals, procedures, objectives and standard practices of local government and economic development.
  • Working knowledge of the principles of accounting, financial analysis, and/or budget preparation; principles of work order management and contract administration; principles of purchasing and payroll.
  • Knowledge of public infrastructure, capital projects lifecycle; Legistar, MUNIS, SmartGov, other management software.
  • Skill in operating a personal computer and job-related software applications for word processing, spreadsheets, database creation and maintenance, information storage and retrieval, and related tasks.
  • Skill in preparing, maintaining, and reviewing human resource records, reports, and documentation.

Nice To Haves

  • Previous municipal, county or state finance and budgeting experience.
  • Previous experience planning, coordinating, and executing special projects, including managing timelines, budgets, procurement, vendors, and multiple stakeholders.
  • Bachelor’s degree in Public Administration, Business Management, or related field.

Responsibilities

  • Lead the planning, research, design, procurement, and installation of city projects under the cultural affairs division, including but not limited to public art initiatives, grants, and partnerships.
  • Coordinate and administer community partnership agreements and Memoranda of Understanding (MOUs) for the department, including maintaining agreement records, tracking City and partner obligations, coordinating renewals and amendments, and working with internal departments and external organizations to support compliance with agreement terms.
  • Manage city-owned cultural assets by coordinating with developers, surveyors, title companies, non-profits, and lessees for their upkeep and use.
  • Collaborate with internal and external stakeholders to ensure proper handling and maintenance of city cultural assets.
  • Prepare and monitor budget projections for cultural affairs projects, including estimates for costs, work orders, and purchase orders.
  • Track expenditures and ensure alignment with the City’s budget structure and financial policies.
  • Conduct thorough research and analysis on complex cultural affairs projects, providing data-driven insights to guide decision-making.
  • Compile and analyze data, write summary reports, and create presentations to communicate findings and recommendations.
  • Assist the department director with administrative tasks, including record-keeping, document preparation, and organizational support.
  • Respond to inquiries, complaints, and requests for information related to cultural affairs initiatives.
  • Perform additional duties as assigned by the department director.
