About The Position

This position is accountable for coordinating compliance procedures for department projects involving cultural resources with special attention to architectural resources such as historic buildings and bridges. To receive federal funding for department projects, cultural resources must be examined in accordance with Section 106 of the Historic Preservation Act of 1966, as amended; and Section 4(f) of the Department of Transportation Act of 1966.

Requirements

  • Completion of a graduate degree in architectural history, art history, historic preservation or closely related field with coursework in American architectural history; OR a bachelor’s degree in architectural history, art history, historic preservation or closely related field PLUS either two years of full time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization/agency, museum, or other professional institution or substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.
  • Meets the Secretary of Interior’s Professional Qualification Standards for architectural history (36 CFR Part 61).
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional statewide travel with overnight stays.

Nice To Haves

  • Working knowledge of Section 106 of the Historic Preservation Act and Section 4(f) of the Department of Transportation Act compliance.
  • Ability to manage projects to successful conclusion.
  • Ability to develop agreement documents, such as Memorandum of Agreement (MOA) and Programmatic Agreement (PA), for mitigating adverse effects on historic properties.
  • Strong oral and written communication skills.

Responsibilities

  • Provides expertise in historic architecture and other cultural resources for all offices of the department.
  • Reviews and processes environmental survey requests and eligibility determinations along with documentation for projects with potential impacts to historic architecture and other cultural resources subject to protection by federal and state preservation laws.
  • Reviews environmental documents for compliance relative to historic architecture and other cultural resources.
  • Maintains a clear understanding of current laws, regulations, directives, etc., and reviews and comments on current and proposed laws, regulations, and guidelines relative to compliance with historic architecture and other cultural resources.
  • Prepares or helps to prepare departmental directives and guidelines related to historic preservation laws and regulations.
  • Oversees, in coordination with the Cultural Resources Unit Manager, the retainment of qualified consultants and the quality of consultants’ work.
  • Conducts training on cultural resources and historic preservation for department staff and others as needed.
  • Prepares and processes correspondence and documents pertaining to compliance for historic architecture and other cultural resources for signature by the Cultural Resources Unit Manager and other department officials as needed.
  • Performs all duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
