About The Position

The Correctional Support Trades Supervisor I (CSTS I) is a Grounds Maintenance Supervisor at a Colorado Department of Corrections (CDOC) prison facility, located in Buena Vista, CO. Primary responsibilities include but are not limited to: ensuring the safety and security of the general public, staff and inmates; training and overseeing an inmate work crew in grounds maintenance operations and ensuring the safe, efficient, and compliant completion of assigned tasks. This position promotes the CDOC Mission and Vision with integrity and commitment. Position ensures the safe, efficient, compliant, and cost effective completion of grounds maintenance for facility complex. Safety and Security - Position maintains safety and security of facility and work sites; through clear and accurate verbal communication, trains and guides staff and inmates in the proper use of controlled items, keys, tools, equipment, and chemicals; enforces security procedures by conducting regular work site searches, strip searches and inmate shakedowns; monitors workplace environment and inmate behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when required and, if necessary, physically controls inmates through proper application of restraints or "use of force" techniques; monitors, supervises and escorts inmates according to facility policy; conducts shakedowns of work sites; responds to emergency situations such as fights, fires, and escapes according to agency policy. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments and the Code of Penal Discipline, position promotes a safe and secure environment. Position may be required to work additional hours or shifts in order to maintain security or operational viability. Supervision - Position provides supervision of assigned inmate workers; promotes a high level of performance by setting the work standard according to agency mission, vision and values. Trains and instructs assigned inmates in the inspection, repair and maintenance of the grounds throughout the facility complex and the appropriate use of all relevant tools, equipment, and procedures to ensure efficient, safe, and effective completion of assigned tasks; stresses safe work practices and the proper use of Personal Protective Equipment (PPE) for self, staff, and inmates; exemplifies a professional workforce that embodies honesty, integrity, and ethical behavior. Participates in inmate hiring process in order to ensure appropriate placement on crews and training needs; tracks and calculates inmate hours and pay, creates schedule and assigns tasks, inspects work and performs inmate evaluations and resolves inmate grievances; reduces inmate idleness and creates real life work opportunities to prepare inmates for community reentry. Position may be required to supervise other inmate crews/workers in the absence of assigned supervisor. Operations - Position oversees inspection, repair, and maintenance of the grounds throughout facility complex, to include comprehensive lawn-care, landscape projects, irrigation design, installation, and repairs, concrete work, asphalt patching, and snow removal. Position may supervise an inmate work crew on projects for other agencies/organizations at locations outside of the Buena Vista Correctional Complex; and could be assigned sole supervision and transport of an inmate crew to locations within the community or to remotes sites. These assignments may require a great deal of walking and hiking, utilization of land navigation and orienteering skills and operating vehicles off highway in rugged terrain and/or driving vehicles while pulling trailers. This position is subject to the following: Facility call back, working additional hours or shifts to maintain security and operations, working outside during inclement weather, working in close proximity to industrial equipment, and in high, tight and confined spaces.

Requirements

• Four (4) years of employment experience in residential or commercial grounds maintenance. Grounds Maintenance - includes preventive, predictive and corrective maintenance of automated irrigation systems and/or comprehensive lawn care/landscaping and a variety of other exterior work such as concrete work, asphalt patching, fence building, and/or snow removal.
• A minimum of two (2) years of employment experience in grounds maintenance combined with a minimum of two (2) years of correctional experience (security related duties where primary responsibilities throughout a shift, include monitoring and controlling offender movement throughout their daily schedules, discovering and preventing contraband and responding to emergencies; ensuring proper key/tool/chemical/equipment control, use, storage and accountability; advising inmates in matters concerning work, programs, appropriate behavior and decision making in order to prepare them for successful community re-entry).
• Successful completion of a formalized apprenticeship program or degree through an accredited, non-correspondence vocational or trade school that resulted in demonstrated competencies equivalent to those learned through the required experience may substitute for experience on a year for year basis.

• Ability to read blueprints, conduct relevant research, create material and labor list with cost estimate and implement projects from start to finish, while coordinating with other trades and shops to use resources efficiently.
• Willingness and ability to effectively communicate while working with inmates individually and in groups, providing verbal and/or written instructions, monitoring project progress, and compliance, in a highly regulated environment with firm deadlines and mandatory reporting and record-keeping regulations.
• Strong interpersonal skills with the ability to effectively cooperate with other staff and inmates and inspire teamwork.
• Willingness and ability to train, coach and mentor inmate workers in order to prepare them for community reentry.
• Ability to effectively respond to emergency situations (such as fights, fires, medical emergencies, and escapes).
• Self-control, a strong sense of ability to work in stressful, potentially violent situations.
• Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift.

• Must be 21 years of age.
• Possess a valid driver’s license.
• Possess a high school diploma or GED.
• Have NO felony convictions.
• Must have valid U.S. work authorization at the time of application.
• Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments, and written/practical exams in Defensive Tactics.
• Possess the physical ability to successfully complete Defensive Tactics.
• Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security.
• Successfully pass a drug test.
• Successfully complete a background investigation.
