About The Position
The Department of Health and Human Services (DHHS), Office of Behavioral Health (OBH) is seeking a Social Services Manager I to oversee aspects of Maine’s State-contracted crisis services continuum. This full-time position, located in Augusta, ME, allows for partial telework with management approval. The role involves managing contracts, approving invoices, participating in procurement, and overseeing program performance of crisis services providers statewide. The position is administrative and focuses on ensuring compliance with regulatory requirements, aligning with SAMHSA’s National Guidelines for Behavioral Health Crisis Care and the national standards for 988 Suicide & Crisis Lifeline. This role does not provide direct services to individuals in need.
Requirements
- An eight (8) year combination of education and/or professional experience in social services.
- Two (2) years of related program management experience.
- Knowledge of Adult and CBHS system of care including applicable rules, laws/statutes, regulations, policies, and procedures governing services.
- Strong understanding of Maine’s crisis continuum of care and national best practices for crisis services.
- Ability to use data to drive decision-making and implement decisions resulting in changes to process.
- Experience working with contracts, contract management and invoicing.
Responsibilities
- Oversee aspects of Maine’s State-contracted crisis services continuum including Mobile Crisis Response, Statewide Crisis Hotline, Crisis Receiving, and Crisis Residential.
- Manage all programmatic activities for crisis services providers, including developing and managing contracts, approving and tracking invoices, and developing and participating in procurement of services.
- Ensure timeframes for contract deliverables and oversee program performance of service providers on a statewide level.
- Participate in the Office of Behavioral Health (OBH) Crisis Team to develop, reform, and implement a system model aligned with SAMHSA’s National Guidelines for Behavioral Health Crisis Care and the national standards for 988 Suicide & Crisis Lifeline.
- Provide direct oversight to contracted agencies to ensure compliance with regulatory compliance.
- Provide support and oversight of programs within OBH, working with providers to effectively fund needed mental health services across the state.
- Monitor and evaluate program efficiency and effectiveness through the development of performance measures and metrics.
- Draft contractual agreements, including the completion of all required documentation and budgets, working closely with the OBH Contracts Team.
- Analyze the performance of OBH contracts and work with contract administrators, finance staff, and the Data Team to forecast spending trends for informed allocation decisions.
- Provide technical assistance and support to providers in the implementation of crisis reform initiatives.
