About The Position

The Criminal Justice Coordination (CJC) Manager provides direct oversight of one of the units under the CJC: Assessment and Intake, Supervision, or Reentry. The Manager will support the vision and mission of the department, to include evidence-based practices, collaboration with justice stakeholders, and coordination of criminal justice activities. The Manager will provide oversight of the CJC supervisors and staff as assigned by the Criminal Justice Director. The Manager will provide support to the Criminal Justice Director and Assistant Director of Justice and Rehabilitation in administrative, personnel, and department operations as assigned. The incumbent will support the vision and mission of the CJC to department staff, to include maximizing public safety, maximizing court appearance, and maximizing the efficient and effective use of the jail pretrial.

Requirements

  • Bachelor’s degree in Criminal Justice, Psychology, or a related field from an accredited university or college; and at least five (5) years of directly related, increasingly responsible executive experience in the criminal justice system, including at least two (2) years of management or supervisory level experience.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Must be certified by the National Association of Pretrial Service Agencies (NAPSA) within twelve months of hire.
  • Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
  • Must be able to obtain TLETS certification from the Department of Public Safety.
  • If TCOLE certified, must be in good standing and up-to-date on qualifications to carry.
  • In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.
  • Knowledge of: Policies, practices, procedures, and legal terminology related to court system; Federal, State, Local, and County applicable laws rules, regulations, and applicable pretrial services standards and procedures; budget preparation and office management; grant writing; business letter writing and report preparation; policies and procedures regarding the Criminal Justice Coordination Department and employment matters; principles and practices of effective customer service; effective supervisory principles, practices, and techniques; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications; modern office procedures, methods, and computer equipment to include Windows and Microsoft based products.

Responsibilities

  • Provides oversight and evaluation of criminal justice activities within the department.
  • Assists the Criminal Justice Director in strategizing, organizing, reviewing, designing, and evaluating the overall operations and development of the department’s administration.
  • Assists the Criminal Justice Director in ensuring that policies and procedures are in place supporting the department and county mission and vision; interprets plans, specifications, standards, policies, procedures, and regulatory statutes and codes.
  • Performs high-level duties as assigned by the Criminal Justice Director or designee including oversight of administrative personnel and department operations.
  • Under the oversight of the Criminal Justice Director or designee, delegates authority and responsibility, and schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others.
  • Assists the Criminal Justice Director or designee in the selection of new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions.
  • Motivates department staff and provides or coordinates training and works with employees to correct deficiencies.
  • Assists the Criminal Justice Director or designee in monitoring and overseeing department operations to assure that services delivered are in compliance with contract provisions, applicable laws, rules, and regulations established by federal, state, and local laws and by applicable standards established by Commissioners Court and the department.
  • Maintains familiarity with State Jail Standards, Indigent Defense statutes and regulations, criminal statutes related to bail, conditions of release and supervision, and national best practices.
  • Ensures all work is performed in accordance with laws and department policies and procedures.
  • Provides support to the Criminal Justice Director and Data Analyst to ensure quality and fidelity in the collection and preparation of statistical data for the department; compiles and prepares monthly and annual report summarizing departmental activity for all programs and processes.
  • Responds to, analyzes, and resolves difficult inquiries, grievances, or complaints.
  • Assures that all Criminal Justice Coordination employees follow the established policies and procedures, and consistently act in a professional and ethical manner according to established policies and expectations; and participates in policy development for the department.
  • As assigned by the Criminal Justice Director, makes presentations and recommendations to the Commissioners Court; represents the department and/or county with customers and media; works with and makes presentations to the judiciary, elected county officials, county departments, state and municipal officials, citizen groups, and other policy-making entities regarding current and future development and planning of the department.
  • As assigned by the Criminal Justice Director or designee, serves as a liaison with the courts, prosecutor’s office, the Sheriff’s department, all other County departments, elected officials, and outside agencies.
  • Coordinates the implementation of new projects, mandates, or court-ordered policies.
  • Monitors and ensures compliance of County funds under the control of the Commissioners Court to include operational and intergovernmental contracts including grants; assists in the writing of grants for the department.
  • Assists the Criminal Justice Director in making financial recommendations on capital purchases, annual budget and expense allocations, financial planning for departmental functions and needs in concurrence with Commissioners Court approvals.
  • Assures that department recommendations that have been approved by Commissioners Court are carried out or complied with; forecast personnel and financial needs of all activities; keeps abreast of developments that affect the functions performed in each unit of the department.

  • Participates in and emphasizes training and mentoring to develop leadership, supervisory, and technical skills in self and all employees, including safety-related training and skills.
  • Oversees the Pretrial Research Assessment screening and the Financial Affidavit for Court-Appointed Attorneys.
  • Coordinates efforts to gather and review information about an accused that may have a bearing on whether the accused will comply with the conditions of bond.
  • Gathers information to be used by the magistrates and courts for the determination of indigence and appointment of counsel to the indigent in accordance with the requirements of state and federal laws.
  • Oversees the flow of information to the magistrates and jailers at the El Paso County Detention Facilities.
  • Ensures the jail population is monitored in accordance with Texas Code of Criminal Procedure Article 17.151.
  • Oversees the provision of pretrial supervision for those placed on pretrial personal recognizance bond, conditions of bond, or conditions of release.
  • Ensures bond conditions are properly monitored including overseeing electronic monitoring programs and other key services to the courts.
  • Produces the statutorily required data and outcomes, in addition to recommended outcomes from NAPSA and industry best practices.
  • Designs and administers the justice-involved reentry program and services in accordance with County strategic priorities and grant and other external funding provisions.
  • Provides oversight and compliance and facilitates case management activities for justice-involved individuals exiting the County jails and reintegrating into the community.
  • Ensures strong alliances in the community with agencies and organizations dedicated to reintegration services.
  • Seeks appropriate funding opportunities for assigned program and services through grants to state, federal, and private foundations; through partnerships; and other alternative sources of revenue to promote, grow, and expand the program.
