About The Position

Provides technical and program management leadership for craft training and workforce development programs that support safe, skilled, and job-ready craft workforce pipelines. Develops, implements, monitors, and evaluates training programs, schedules, documentation, delivery methods, and program governance practices using adult learning principles to align workforce capabilities with organizational needs, safety expectations, and applicable training requirements. Coordinates with internal stakeholders, field operations, vendors, and educational partners to deliver effective, compliant, and scalable training solutions. Responsible for overall program delivery to include budget, timeline, quality, change management, communication plans, and deliverables.

Requirements

  • Bachelor’s degree from a regionally or nationally accredited college or university in construction management, workforce development, education, business, or related field.
  • Three (3)+ years of progressively responsible experience in training, workforce development, project/program management, utility operations, or related areas (for Craft Training Program Manager I).
  • Seven (7)+ years of progressively responsible experience in craft training, workforce development, project/program management, utility operations, or related area (for Craft Training Program Manager II).
  • Demonstrated experience supporting training programs, scheduling, curriculum coordination, documentation, or program administration.
  • Demonstrated experience leading complex, multi-program training initiatives, developing training strategies, or implementing scalable learning solutions (for Craft Training Program Manager II).
  • Demonstrated experience supporting program governance, standards, and scalable program practices (for Craft Training Program Manager II).
  • Knowledge of adult learning principles and learning program design and delivery.
  • Advanced knowledge of adult learning principles and learning program design and delivery (for Craft Training Program Manager II).
  • Effective and flexible written and verbal communication skills, including presentation and public speaking.
  • Advanced analytical and communication skills to comprehend, interpret, and explain rules, regulations, policies, procedures, and program requirements (for Craft Training Program Manager II).
  • Ability to effectively plan work activities, schedules, priorities, and utilization of resources.
  • Advanced organizational skills to effectively manage multiple priorities, stakeholders, schedules, budgets, and program deliverables (for Craft Training Program Manager II).
  • Ability to use appropriate technology to organize, synthesize, document, and communicate data.
  • Comprehensive knowledge of budget principles, development, and administration (for Craft Training Program Manager II).
  • Ability to successfully develop and manage relationships at all levels of the organization and influence a variety of stakeholders (for Craft Training Program Manager II).
  • Other combinations of education and experience may be considered.

  • Knowledge of construction, skilled trades, or utility operations preferred
