About The Position

McKean County Human Services is seeking a motivated and dependable individual to join their team as a Quality Manager in the County Intellectual Disabilities Program Specialist 1 position. This role involves investigating and assessing the quality of services provided to individuals with intellectual disabilities, as well as managing risk, financial monitoring, and mandatory reporting. The position prioritizes accountability to ensure individuals receive services that meet their needs and promote a quality of life with family and friends. The work supports planning, monitoring, and coordination efforts across several county and state initiatives.

Requirements

  • Two years of professional experience in the field of intellectual disabilities, and a bachelor's degree; or An equivalent combination of experience and training.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • Satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance (conditional offer of employment).

Responsibilities

  • Develop and implement a Quality Management Plan to measure, remediate, and improve performance in alignment with the Office of Developmental Program’s strategies and priorities.
  • Gather data and coordinate the county risk management framework within required time frames.
  • Serve as Certified Investigator: Conduct investigations; remain on call; complete documentation in accordance with the law, regulations, and internal policies; and prepare findings for review committees.
  • Participate in quarterly peer review processes and meetings to support the accuracy and thoroughness of investigations.
  • Lead the Independent Monitoring for Quality (IM4Q) process including surveys, data coordination, reporting, and collaboration with contracted agencies.
  • Cross check finances and complete annual fiscal contract reviews.
